PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #9.F

SUBJECT/TITLE:

NEW WATER CONSERVATION INCENTIVE PROGRAMS

RECOMMENDATION:

Adopt a Resolution establishing the Hot Water Recirculation Pump Rebate, Washing Machine Rebate, Rain Barrel Rebate, and Smart Irrigation Controller Rebate programs.

BACKGROUND:

On October 18, 2022, staff provided Council with information on four potential residential water conservation programs that could be initiated in addition to the currently offered Cash for Grass and High-Efficiency Toilet Rebates. The proposed programs would provide residential customers with rebates for the purchase and installation of an approved hot water recirculation pump, washing machine, rain barrels, or smart irrigation controller. Per Council’s direction at that meeting, staff has developed the following incentive programs and recommends that the City Council adopt a Resolution formally establishing the programs.

Hot Water Recirculation Pump Rebate
This program will reimburse residents a one-time $100 for the purchase and installation of a hot water recirculating pump. City staff will collect a valid sales receipt and perform an inspection after installation to verify the unit has been installed before a rebate is issued. To qualify for a rebate, the applicant must:
 Be a City of Pismo Beach resident and water customer.  Have a utility account in good standing.
 Submit a completed application form.
 Purchase a qualifying hot water recirculation pump.
 Schedule a post-conversion site visit with a City representative in accordance with the terms and conditions of the rebate program.

Full terms and conditions are provided in Attachment 1.A.

Washing Machine Rebate
This Program will reimburse residents a one-time $150 for the purchase and installation of a CEE (Consortium for Energy Efficiency) Tier 3 washing machine. The machine being replaced must be a non-efficient model. City staff will perform inspections before and after purchase to verify both units before a rebate is issued. To qualify for a rebate, the applicant must:
 Be a City of Pismo Beach resident and water customer.  Have a utility account in good standing.
 Submit a completed application form.
 Participate in a pre-conversion site visit with a City representative.  Purchase a qualifying CEE Tier 3 washing machine.

9.F-1Council Agenda 11-1-2022

 Schedule a post-conversion site visit with a City representative in accordance with the terms and conditions of the rebate program.
 For rental properties, one rebate is allowed per address every three years.

Additional rebates may be issued only if all tenants at the address have turned over.

Full terms and conditions are provided in Attachment 1.B.

Rain Barrel Rebate
This program will pay up to $200 per household ($50 per barrel, with a minimum of two barrels) for the purchase and installation of qualified rain barrels. To qualify for a rebate the applicant must:
 Be a City of Pismo Beach resident and water customer.  Have a utility account in good standing.
 Submit a completed application form.
 Purchase a minimum of two qualifying rain barrels.
 Schedule a post-conversion site visit with a City representative in accordance with the terms and conditions of the rebate program.

Full terms and conditions are provided in Attachment 1.C.

Smart Irrigation Controller Rebate
This program will pay $100 toward the cost of a new irrigation controller and associated sensors. The program covers Rachio irrigation controllers that have local weather station data and reduce irrigation based on weather and evapotranspiration (ET) rate. Different models may be submitted for approval by the City Engineer prior to purchase. To qualify for a rebate the applicant must:
 Be a City of Pismo Beach resident and water customer.  Have a utility account in good standing.
 Submit a completed application form.
 Participate in a pre-conversion site visit with a City representative.  Purchase an approved irrigation controller (preapproval required if not Rachio).  Schedule a post-conversion site visit with a City of Pismo Beach representative in accordance with the terms and conditions of the rebate program.

Full terms and conditions are provided in Attachment 1.D.

Public Outreach
To ensure that residents are educated on the new rebate programs, staff will be taking the following steps to push out information to the public:

Social Media Campaign
Staff will be posting to all of the Nextdoor groups in Pismo Beach as well as the City’s Facebook, Twitter, and Instagram accounts.

9.F-2Council Agenda 11-1-2022

Direct Mailers
Staff has been working with a consultant to develop a direct-mailer post card that will be sent to every address within the city. Staff will also include a mailer in upcoming water bills and make information available at various City events.

Conclusion and Recommendation
Staff recommends the Council adopt a Resolution (Attachment 1) formally establishing the Hot Water Recirculation Pump Rebate, Washing Machine Rebate, Rain Barrel Rebate, and Smart Irrigation Controller Rebate programs.

FISCAL IMPACT:

The Fiscal Year 2023 Water Enterprise Fund water conservation program budget is currently $42,125, not including rebates in progress to support these efforts. The fiscal impact approving the proposed water conservation rebate programs will result in using these funds at a faster rate, and a corresponding reduction in water consumption could result in less revenue to the Water Enterprise Fund, the extent of which is unknown at this time.

ALTERNATIVES:

1. Do not authorize the additional rebate programs; provide staff with direction.

HOT WATER RECIRCULATION PUMP

WATER CONSERVATION PROGRAM
Your Water Conservation Representative: Madeline Kacsinta - [email protected] This program is subject to change without notice and is subject to the availability of funding.

Program Goal:

The intent of the Hot Water Recirculation Pump Rebate Program is to encourage customers to save water by reducing the amount of water lost down the drain while waiting for hot water– to save water.

Background:

A hot water recirculation system works using a pump that starts recirculating cooled water that's been sitting in the hot water line and sends it back to the water heater through the cold-water line. When the water reaches a desired temperature, a control turns off the pump. This process is similar to turning on the hot water faucet and letting the water run until it gets hot, but instead of the water going down the drain, it is simply returned back to the water heater—saving water and possibly saving energy depending on how long water is left on. It is estimated that the average household could save up to 12,000 gallons of water per year by installing a hot water recirculation pump.

Rebate Amount for a Hot Water Recirculation Pump
If all of the terms and conditions are satisfied, receive a $100 reimbursement for the purchase and installation of a hot water recirculation pump. The rebate will be mailed to the customer after all requirements have been met.

How to APPLY:

1. Read all terms and conditions of the program

2. Purchase Hot Water Recirculation pump (Hang on to your receipt!)

3. Install Hot Water Recirculation Pump
