A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH,
CALIFORNIA AUTHORIZING THE CITY MANAGER TO ENTER INTO AN
AGREEMENT WITH VIGILANT SOLUTIONS FOR THE PURCHASE OF TEN MOBILE LICENSE PLATE RECOGNITION CAMERAS FOR A TOTAL COST OF $119,943.75
OVER A FIVE-YEAR PERIOD
WHEREAS, the Fiscal Year (FY) 2023 Police Department Budget includes $25,943.75 for the first year of a five-year agreement with Vigilant Solutions for ten License Plate Recognition (LPR) Cameras to be affixed throughout Pismo Beach; and WHEREAS, the subsequent years in the five-year contract will cost the city $23,500 per year for a total of $119,943.75 to maintain the LPR platform; and WHEREAS, Vigilant Solutions License Plate Recognition offers equipment that is easy to install and deploy; and
WHEREAS, these license plate recognition cameras will be affixed throughout the city at strategic locations, using powerful analytics to aid law enforcement investigations and crime prevention, ultimately allowing the Police Department to provide better service to the residents and visitors of Pismo Beach; and
WHEREAS, the City previously purchased a Vigilant Solutions LPR which was installed as part of a technology package on a parking enforcement vehicle, and successfully implemented, and this purchase is therefore being recommended as a "sole source" purchase since a product compatible with the City's existing equipment is available from only one vendor, with whom the City has a current relationship.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pismo Beach that the City Manager is authorized to enter into a five-year agreement with Vigilant Solutions for the purchase of ten Mobile License Plate Recognition Cameras for the total cost of $119,943.75, consisting of $25,943,75 in FY 2023 and $23,500 in each additional fiscal year of the five-year agreement (Exhibit A).
UPON MOTION OF Council Member Guthrie, seconded by Council Member Newton, the foregoing resolution was adopted by the City Council of the City of Pismo Beach this 1st day of November 2022, by the following vote:
