PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #9.F
SUBJECT/TITLE:

TRAFFIC SAFETY COMMITTEE RECOMMENDATIONS TO CITY COUNCIL RECOMMENDATION:

1. Adopt a Resolution authorizing the installation of up to 3 pedestrian and bicycle symbolled signs, up to 3 “yield to pedestrians” signs, and up to 3 “bikes reduce speed” signs along the Shell Beach Road multi-use path;

2.Receive a report on the items considered at the most recent Traffic Safety Committee meeting.

BACKGROUND:

The Traffic Safety Committee (TSC) met on October 18, 2022, and the following summary outlines the results of this meeting. The Public Works Department will implement the Traffic Safety Committee recommendations, unless otherwise directed by the City Council.

Item 1 – Shell Beach Multi-Use Path Signage
The TSC reviewed a request from a resident to install pedestrian and bicycle signage along the multi-use path on Shell Beach Road.

TSC Recommendation:

The TSC heard from several community members who voiced various concerns, the primary concern was bicyclists and pedestrians conflicts on the multi-use path. The community members spoke on how they believe that signage or striping would give users a better sense of awareness and knowledge.

The Public Works Director/City Engineer discussed why a center line was not striped on the multi-use path when the path was installed. The City did not want to give users a false sense of security or narrow the path for users. By installing a stripe down the middle to divide pedestrians and bicyclists, the path would not allow families to walk together without encroaching onto the bike lane. The Public Works Director also noted that Shell Beach Road was intended for commuters on bicycles to use and is striped for bicycle usage. Unfortunately, commuters do not prefer this route due to the stop signs, and often opt for the multi-use path, which they are also allowed to use.

The committee discussed that all bicyclists have to obey vehicle laws. The issue with adding signage along the multi-use path is that there is not an enforceable speed limit. A yellow speed limit sign would need to be posted as a suggested speed limit. It was also noted that there is no difference between electric and standard bicycles in the Vehicle Code.

Council Agenda 11-15-2022Council Agenda 11-15-2022 9.F-1

A suggestion was made by the TSC to reach out to the San Luis Obispo Bicycle Coalition to encourage bicyclists to use Shell Beach Road or Mattie Road when commuting through the area.

A motion was made to install up to 3 pedestrian and bicycle symbolled signs (red diamond on Attachment 2), up to 3 “Yield to pedestrians” signs (green square on Attachment 2), and up to 3 “bikes reduce speed” signs (yellow circle on Attachment 2) and communicate to Bike Coalition to use Mattie Road or Shell Beach Road if commuting through the area.

Motion by Jim Lewis seconded by Jorge Garcia, to approve the TSC recommendation.

Passed: 6/0/1
Ayes: Jim Lewis, Jorge Garcia, Benjamin Fine, Matt Downing, Daniel Herlihy, Paul Lee
Noes: None

Absent: Dave Daguerre
Staff recommends that the City Council approve the TSC’s recommendation by adoption of a Resolution (Attachment 1). An exhibit is provided as Attachment 2.

Item 2 – Multi-Stop or Yield at Norma and Frances
The TSC discussed a request from a resident to install a multi-way stop or yield at the intersection of Norma Drive and Frances Way.

TSC Recommendation:

The TSC noted that there is a multi-way stop at the intersection on Elaine Way and Norma Drive; however, this intersection is different from the subject intersection because Elaine Way is a through street. The TSC did not have any collision reports for this intersection.

A motion was made to not take action at this time based on the fact that the intersection does not meet Federal Highway Administration Manual on Uniform Traffic Control Devices MUTCD warrants and there is no collision data to support a multi-way stop.

Motion by Benjamin Fine seconded by Matt Downing, to approve the TSC recommendation.

Item 3 – Baxter Lane Parking
The TSC discussed a request from a constituent to remove one side of no parking on Baxter Lane between Shafer Lane and the stub end.

TSC Recommendation:

The Fire Chief noted that originally this area was marked for no parking because response time for wildfires in that area is a concern. The Fire Department would be able to get fire engines into the area, but would not be able to get vehicles out and evacuate residents at the same time. The Fire Chief offered to work with the constituent to assign 3 parking passes with terms and conditions that would allow them to park in this area temporarily during construction.

A motion was made for the Fire Chief to handle this administratively.

Motion by Benjamin Fine seconded by Paul Lee, to approve the TSC recommendation.

Ayes: Jim Lewis, Jorge Garcia, Benjamin Fine, Matt Downing, Daniel Herlihy, Paul Lee

Item 4 – No Parking 373 Park Avenue
The TSC discussed a request from a resident to paint a red curb in front of 372 Park Avenue (Tract 2164).

TSC Recommendation:

A motion was made to reach out to the requesting resident and recommend if people are blocking the driveway to contact the Police Department for enforcement.

Motion by Benjamin Fine seconded by Jim Lewis, to approve the TSC recommendation.

Item 5 – No Parking 851 and 861 Visalia
The TSC discussed a request from a resident to install 10 feet of no-parking red curb, between 851 and 861 Visalia Street in support of mail delivery.

TSC Recommendation:

The TSC discussed the Vehicle Code, which allows vehicles to park in front of mailboxes.

If the City had to no-park in front of every mailbox, then there would be little parking left in certain neighborhoods.

A motion was made to deny the request and reach out to the requesting resident to communicate why.

Motion by Benjamin Fine seconded by Jorge Garcia, to approve the TSC recommendation.

No action is required by City Council. An exhibit is provided as Attachment 6.

Item 6 – Price Street Lighting and Signage
The TSC discussed a request from staff to discuss lighting and signage on Price Street.

TSC Recommendation:

The TSC discussed the existing lighting on Price Street and that lighting along the corridor will not be upgraded until the Price Street Streetscape project is completed in the future.

The TSC does not see an issue with lighting or signage and sees only an enforcement issue.

The TSC did not take any action and will continue to monitor the safety aspect of Price Street and look at further implementation of modifications with the Price Street Master Plan.

Motion by Benjamin Fine seconded by Jim Lewis, to approve the TSC recommendation.
