PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #9.H
SUBJECT/TITLE:
ACCEPTANCE OF SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (STEP)
FUNDING AWARD FROM THE OFFICE OF TRAFFIC SAFETY
RECOMMENDATION:
Adopt a Resolution accepting grant funds in the amount of $55,000 from the California Office of Traffic Safety, and appropriating $55,000 in grant revenues and $55,000 in various costs in the General Fund Police Department budget in FY 2023.
BACKGROUND:
The California Office of Traffic Safety (OTS) strives to eliminate traffic deaths and injuries by making available grants to local and state public agencies for programs that help them enforce traffic laws, educate the public in traffic safety, and provide varied effective means of reducing fatalities, injuries, and economic losses from collisions. OTS draws from several federal government funding sources for its grants and mounts public awareness campaigns, acting as the primary traffic safety resource in order to enlist the help of the general public and the media encouraging traffic safety. Each year, OTS notifies eligible agencies regarding the opportunity to participate in the grant program and the requirements to compete for available funds. Proposals are submitted addressing traffic safety problems from all interested and eligible agencies. A major area of concentration for awarded funding is in the area of alcohol-impaired driving.
The City has applied for and successfully obtained grant funding from OTS in the past.
Several of the grant awards were specific to driving under the influence (DUI) and impaired driver enforcement. The funding allowed for the procurement of DUI checkpoint equipment, a DUI Trailer, and DUI training to include travel, and funding overtime for officers working checkpoints and suppression patrols. The grant award will financially compensate overtime hours used by the Police Department to selectively enforce impaired driving throughout the holiday season to include spring break and the 4th of July celebrations. All equipment needed, advertising, educational material, and grant management cost is covered by the terms of the grant.
Some of the activities this grant will fund include but are not limited to: Traffic Safety education presentations with an effort to reach community members, DUI checkpoint operations, DUI saturation patrols, development and maintenance of a “DUI BOLO” program to notify patrol and traffic officers to be on the look-out for repeat DUI offenders, participating in data reporting for several different OTS campaigns, and sending law enforcement personnel to DUI related training courses.
Conclusion and Recommendation
Staff recommends that the Council adopt a Resolution (Attachment 1) authorizing the acceptance of grant funds in the amount of $55,000.00 from the Office of Traffic Safety for DUI prevention and enforcement activity, and appropriating $55,000 in grant revenues
