After reviewing the options, I believe the best at this point is a short term repair to allow access as is. The cost, timing and impact on environment, wildlife and the already dramatic erosion along the entire bluffs deserve much more study and consideration.
I believe even if they are removed, people will figure out ways to get down there, as unsafe as it may be.
Options 1 or 2, least costly and most predictable.
