SUBJECT/TITLE:
2023 CITY COUNCIL REGULAR MEETING SCHEDULE
RECOMMENDATION:
Adopt a Resolution establishing the 2023 City Council Regular Meeting schedule.
BACKGROUND:
Pismo Beach Municipal Code Section 2.04.080 provides that the City Council shall hold meetings as established by Council resolution. City Council Resolution R-2009-014 establishes that the Council shall hold its regular meetings on the first and third Tuesday of every month. The Council may enact further resolutions amending its meeting schedule, and staff typically presents an item to the Council at the end of each calendar year to set the regular meeting schedule for the following year, including any projected cancellations.
For calendar year 2023, staff recommends the cancellation of the meetings of January 3, 2023, July 4, 2023, August 1, 2023, and November 21, 2023. Due to New Year’s Day occurring on a Sunday, the holiday will be observed by the City on Monday, January 2, 2023, and staff recommends the cancellation of the January 3, 2023 meeting due to its proximity to this holiday closure, which would preclude the opportunity to fully prepare for the meeting. Staff also recommends the cancellation of the July 4, 2023 meeting due to it coinciding with the closure of City offices in observance of the Fourth of July holiday.
Staff recommends the cancellation of the August 1, 2023 meeting, in keeping with the recent historical precedent of at least one summer meeting being cancelled to allow staff and Council to take vacation and to focus on other work. Finally, staff recommends the cancellation of the November 21, 2023 meeting due to its close proximity to the Thanksgiving holiday.
The Council may act now, or at a future juncture, to cancel additional meeting dates as it deems fit. Further, special meetings and closed sessions will continue to be scheduled as needed.
Recommendation
Staff recommends that the Council adopt a Resolution (Attachment 1) setting the Council's 2023 regular meeting schedule, and cancelling the meeting dates of January 3, 2023, July 4, 2023, August 1, 2023, and November 21, 2023.
FISCAL IMPACT:
There is no budget impact as a result of cancellation of meetings; there is however a cost savings in the low hundreds of dollars associated with each meeting that is not held.
ALTERNATIVES:
1. Adopt a modified Resolution cancelling or scheduling alternative meeting date(s).

RESOLUTION NO. R-2022-XXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH, CALIFORNIA ESTABLISHING THE 2023 CITY COUNCIL REGULAR MEETING
SCHEDULE
WHEREAS, Pismo Beach Municipal Code 2.04.080 provides that the City Council shall hold meetings as established by Resolution; and
WHEREAS, City Council Resolution R-2009-014 establishes that the City Council shall hold its regular meetings on the first and third Tuesday of every calendar month, and the Council may adopt further policy resolutions amending its regular meeting schedule; and WHEREAS, staff recommends that certain regular meetings of the City Council be cancelled due to proximity to holidays and other factors; and WHEREAS, the Council may still act to cancel additional regular meetings, or schedule additional special meetings, at a future juncture if it deems it necessary or desirable.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pismo Beach hereby cancels its regular meetings of January 3, 2023, July 4, 2023, August 1, 2023, and November 21, 2023.
