PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #12.D

SUBJECT/TITLE:

BUDGET ADJUSTMENTS FOR FISCAL YEAR 2023

RECOMMENDATION:

Adopt a Resolution approving and appropriating budget adjustments for Fiscal Year 2023.

EXECUTIVE SUMMARY:

The City of Pismo Beach operates on a two-year budget cycle, which allows for long-term planning, coordination of multi-year capital projects, and efficiency of staff time as budget preparation only occurs every other year. To maintain accuracy of the budget and update the City’s financial plan, it is important to review and revise it periodically (i.e., every six months) to ensure the budget reflects current revenues received and operating costs and trends. The purpose of this agenda item is to provide an opportunity for the City Council to review, approve, and/or make changes to staff’s recommended mid-year budget adjustments for Fiscal Year (FY) 2023, via adoption of a Resolution provided as Attachment 1.

The FY 2023 proposed mid-year budget adjustments reflect: the Technology Master Plan project budgets, vehicle purchases, completed project adjustments, additional costs, staffing, and a technical correction. The net fiscal impact of approving all these changes across all funds is net additional costs of $650,743 in FY 2023. The following table illustrates the net fiscal impact for each category and fiscal year, where negative amounts reflect additional costs or reduced revenues, and positive amounts reflect reduced costs or additional revenues.

Technology Master Plan
The following proposed budget adjustments reflect the implementation of the FY 2023 portion of the Technology Master Plan. The Technology Master Plan (TMP) was approved by the City Council on November 15, 2022 and includes 43 initiatives that were recommended to be funded and implemented over five and a half years from FY 2023 to FY 2028. The first year of the TMP included $554,150 of various initiatives, of which the majority of this is already included in the FY 2023 budget. Since then, a new determination by the City Attorney of the storage needs for the City’s digital evidence indicated that the storage capacity needed to be increased, creating an additional cost beyond the amount proposed in the TMP. The net fiscal impact is an additional one-time cost of $359,507, including transfer in revenues of $339,507 and transfers out and expenditures of $699,014. The following table illustrates the proposed budget adjustments by fund, followed by a brief description of the major changes.

Table 2: Proposed Budget Adjustments for Technology Master Plan

 Increase Digital Evidence on Community Cameras from 1 to 6 months to 1 year (Pier, City Hall, Chapman, Police, Intersections): The City stores digital evidence from the City’s community cameras as an effective tool in solving crime and determining what occurred at various times throughout the community. The City recently completed a review of its digital video handling and retention needs, to make sure that both operational needs and statutory retention requirements were being met. The City Attorney determined that the City is legally required to retain all video for at least 1 year under Government Code Section 34090.6. This requires that City to significantly increase the digital storage systems that hold the City’s digital video. The amount of storage now required is 7 to 8 times more than the current storage for all of the City’s combined data storage of approximately 60 Terabytes (TB). Staff recommends that two large data storage systems be purchased, and the current storage systems be moved to existing facilities. The proposed cost of this equipment is less than it could be, as staff is recommending a storage method that has a reduced frame count.

physically fit in the City’s current IT spaces. The following details the components of this equipment and minor labor costs:

o Pier: The current digital storage system for the Pier will be moved to the Chapman Estate. The Pier will get a new digital storage system storing 288 TB of data that is estimated to cost $93,036.
o Street Intersections: The digital storage systems specified for each intersection will be replaced with a single digital storage system storing 244 TB of data that will be installed at the Corporation Yard and is estimated to cost $74,596. o Labor: The labor to install the digital storage systems at the Chapman Estate, Pier, and Corporation Yard is estimated at $9,559.
o Police: The City also continues to retain an increasing amount of digital video from its in-car video systems and body cameras. The cost to replace and expand the City’s digital storage system to store the projected amount of in-car video and body camera video is $40,000.
o Cabling and Installation: The costs also include $2,810 for additional cabling and installation labor that is needed to install these digital storage systems. These costs do not include the capacity to backup these digital storage systems. Data will be lost if these systems fail or are damaged.

The total estimated cost of completing this project is $220,000 in the Technology Services Fund, which would be supported by the General Fund.  Internet Bandwidth: The City’s technology systems are increasingly internet- dependent. Once the City moves the Police Department out to new buildings as part of the move before the Public Safety Facility is built, the Police Department will also be dependent on the Internet at City Hall instead of having separate connections. This cost also includes the high-speed connections that will be needed to connect all the Police Department buildings and systems together. These high-speed connections (from 100Mbps to 1Gbps) will be significantly faster than any of the City’s current connections to give the Police Department as close as possible an experience to being in the same building. Staff recommends appropriating $24,307 in the Technology Services Fund, to be supported by the General Fund and the Water and Wastewater Enterprise Funds that will also benefit from this internet service, ongoing until the Police Department is in the new Public Safety Facility.  SCADA Radio Project: The City’s Water and Wastewater SCADA system is more eight years old and needs to be replaced. In order to do this, the SCADA software needs to be under support and then the software vendor will upgrade the City’s hardware and software. The increased cost is to have the software vendor make it turnkey as recommended in the TMP to reduce the amount of IT staff time on this project which would otherwise come at the expense of other IT priorities. The City’s current Utilities Manager has expertise and knowledge that are critical to this project’s success. Staff strongly recommends that this project is completed before the anticipated retirement of the Utilities Manager in FY 2023. Staff recommends

12.D-3Council Agenda 12-20-2022

appropriating a one-time $20,000 in the Technology Services Fund, to be split evenly between the Water and Wastewater Enterprise Funds.
 Server Replacement as part of Police Migration: The City’s virtual host servers are due for replacement. As part of IT’s plan to migrate the Police Department out of their building as part of the Public Safety Facility project and resulting migration of Police Department personnel, IT will need to purchase redundant IT systems. These redundant IT systems will allow IT to gradually migrate Police systems and require the least amount of down time. This incremental migration plan is the only way to ensure that Police services remain uninterrupted during the migration. This server replacement will also help consolidate the IT equipment at City Hall in order to ensure there is enough space for the Police IT systems. Staff recommends appropriating a one-time $80,000 in the Technology Services Fund, to be supported by the General Fund and the Water and Wastewater Enterprise Funds that will also benefit from this server replacement.
 Server Upgrade: The majority of the City’s servers are running the Windows Server 2012 R2 operating system, which will reach end of life on October 10, 2023. When Microsoft sets an end-of-life date for an operating system, that is the date when Microsoft will stop providing regular security patches for that operating system. The City needs to upgrade these servers to the latest Windows Server operating system to keep the City’s servers secure, making sure that the latest security patches can be applied, and ensure that the City’s infrastructure is compatible with any future application needs. Staff recommends appropriating a one-time $15,200 in the Technology Services Fund, to be supported by the General Fund and the Water and Wastewater Enterprise Funds that will also benefit from this server upgrade.

Vehicles
The following proposed budget adjustments reflect shifting two vehicles that have significant wear and tear and also have an extensive lead time to receive the replacement vehicle in FY 2023. The net fiscal impact of these one-time adjustments is $370,000 of net additional costs in the Motor Vehicle Replacement Fund. Note that these costs were budgeted in FY 2024 and FY 2025 and the majority of these costs have already been collected from the other funds. The Water Division vehicle WTR091 is approximately $40,000 more than the current balance for this vehicle as the Water Division staff that drives this truck needs a working truck, which carries an additional cost. If this purchase is approved by Council, staff will shift other water vehicle balances to cover this cost in FY 2023, and request additional funding for the other Water Division vehicles as needed in the next two-year budget. The following table illustrates the net fiscal impact of the proposed changes by fund.

Table 3: Proposed Budget Adjustments for Vehicles

Completed Project Adjustments
The following proposed budget adjustments reflect various one-time capital project adjustments to reflect the completion of projects to free up budgeted funds for other purposes. The net fiscal impact of these project de-appropriations is $549,069 of net reduction in revenues. The following table illustrates the net fiscal impact of the proposed changes by project, fund, and amount.

Additional Costs
The following proposed budget adjustments reflect additional costs for FY 2023. The total amount of additional costs is $220,000, offset by transferring funds from the General Fund general contingency account. As such, the net fiscal impact of these adjustments across all funds is $0 in FY 2023. The following table illustrates the net fiscal impact of the proposed changes by fund, followed by a brief description of the major changes.

Table 5: Proposed Budget Adjustments for Additional Costs

 Chapman Estate Fund support from General Fund: The Chapman Estate has primarily been supported by the Chapman trust funds that were provided to the City. These funds have supported the maintenance of the grounds and property since the property was bequeathed to the City in 2012. The final and most recent Chapman Trust fund payment to the City of $382,000 was used to support the current Chapman ADA restroom and improvements project. The Chapman Estate continues to require basic maintenance of the grounds and property and is currently projecting a $90,000 shortfall. Although it is anticipated that private events would help pay for the ongoing maintenance costs, there are constraints with no available permanent ADA restroom (several potential events have declined the use of a portable ADA restroom) and the limited April through November event period, staff recommends that the General Fund transfer $90,000 to the Chapman Estate Fund to support the Estate. Future support will be evaluated in the next two-year budget. Staff recommends that Council transfer Description Fund

$90,000 from the General Fund general contingency budget to the Chapman Estate Fund in FY 2023, including transfers between funds, to support this cost.

 City Hall and Corporation Yard Improvements: The City Hall and Corporation Yard improvements project is nearing completion. After staff moved into these spaces and started working, there have been modifications to the project as well as unknown issues that were discovered during the project that will require additional resources to address. These modifications include replacing doors that are not in compliance with City Hall’s current security, modifications for access, security configurations, and IT equipment. Staff recommends that Council transfer $82,000 from the General Fund general contingency budget to the Capital Projects Fund City Hall Corporation Yard project budget in FY 2023, including transfers between funds, to support this cost.

 Water bottle filling station: One of the Council’s goals included a Water Bottle Filling Station project that included funding for new water bottle filling stations to be purchased and installed at the City’s parks. Staff has installed eight new water fountains with bottle filling stations at five parks, the ballfield, the basketball court, and the pickleball court. In order to ensure that all of the City’s parks have bottle filling stations, an additional $50,000 is needed to install the replace the fountains at seven remaining parks with these new water bottle filling stations. Staff recommends that Council transfer $50,000 from the General Fund Next Level account budget to the Capital Projects Fund Water Bottle Filling Station project budget in FY 2023, including transfers between funds, to support this cost.

 Fingerprinting Machine replacement: The Police Department’s fingerprinting machine experienced a small electrical fire and is out of commission. The City purchased a replacement machine that complies with the County’s fingerprinting system that cost $9,900, which was not included in the Police Department’s budget. Staff recommends that Council transfer $9,900 from the General Fund general contingency budget to the General Fund Police Department Emergency Operations Center budget in FY 2023 to support this cost.

Staffing
The following proposed budget adjustment reflects the reclassification of an Accounting Clerk to an Account Technician as has previously been allocated. The current staff allocation relies on one individual to perform various tasks. While there are some advantages to this approach, it has been observed that when such a person leaves or retires, that detailed knowledge and experience also leaves, causing a tremendous burden on the department.

The Finance Division was previously staffed with three experienced Accounting Technicians and an Office Assistant II. Due to staffing at the time and the experience level of the employees, the position was downgraded and a job series was created to have a promotion path for employees as their experience and job knowledge increased. The change in classification from Accounting Clerk to Accounting Technician would allow for cross training and ensure that employees are not working out of classification. This

12.D-7Council Agenda 12-20-2022

change creates an overall benefit to the department and the City. The net additional cost is $4,775 in FY 2023. The following table illustrates the net fiscal impact of the proposed ongoing change by fund.

Conclusion and Recommendation
Staff recommends that Council adopt a Resolution (Attachment 1) approving and appropriating budget adjustments for FY 2023.

FISCAL IMPACT:

The net fiscal impact of approving the attached Resolution (Attachments 1) across all funds is net additional costs of $650,743.38 in FY 2023. All funds have sufficient fund balance to support the one-time costs and net operating surpluses sufficient to support the ongoing costs. The following table illustrates the proposed revenue and expenditure budget adjustments by fund and fiscal year.
