SUBJECT/TITLE:
EXTERNAL COMMITTEE ASSIGNMENTS FOR CALENDAR YEARS 2023 AND 2024
RECOMMENDATION:
1. Provide input to the Mayor on the assignment of Council Members to various internal and external boards and committees for calendar years 2023 and 2024; and
2. Affirm the Mayor's assignments.
BACKGROUND:
In December of each even-numbered year, following the seating of incoming Council Members, the Mayor appoints Council Members to serve as primary and alternate representatives on various agency committees and boards throughout the community.
These assignments include membership on City subcommittees such as the Mobile Home Rent Stabilization Committee, and external County and joint powers agency boards such as the Integrated Waste Management Authority Board and San Luis Obispo Council of Governments Board. Some appointments are a less-formal liaison status to groups such as the Friends of Price House and Shell Beach Improvement Group. Current assignments (2021 – 2022) are provided for ease of reference as Attachment 1.
Changes for 2022 – 2023 Cycle
A very recent addition to the roster is an assignment to the Board of Directors of the Central Coast Blue Regional Recycled Water Authority, a joint powers authority created by agreement of the Cities of Arroyo Grande, Grover Beach, and Pismo Beach in October of 2022, to govern the Central Coast Blue project. Mayor Waage is currently the assignee to this Board and an appointment will be made for the next two-year term.
Stipends and FPPC Reporting
Council Members may receive a stipend from an external agency for a minority of these appointments; information about any such stipends is available on the City's website at www.pismobeach.org/Form806 as part of the City's required Fair Political Practices Commission (FPPC) “Public Official Appointments” posting.
Conclusion and Recommendation
Staff recommends that the Mayor make assignments for calendar years 2023 and 2024 with input from individual Council Members, and that the Council then affirm the assignments by general consensus. Following assignments, the City Clerk's Office will notify the agencies as to the change of assigned members, if any.
FISCAL IMPACT:
No fiscal impact. Council Members may be reimbursed for certain expenses associated with committee responsibilities, as accounted for in the adopted City Council budget.
