A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH,
CALIFORNIA AUTHORIZING THE CITY MANAGER TO AWARD A CONTRACT TO JACK HANDLEY CONSTRUCTION SERVICES IN THE AMOUNT OF $327,950 FOR
THE CONSTRUCTION OF THE CHAPMAN ESTATE ADA RESTROOM REMODEL
AND ADDITION PROJECT
WHEREAS, the Chapman Estate is a unique property in the City that was accepted by City Council in 2013; and
WHEREAS, the City has been performing work to make the Estate available for event rentals, including a new roof, electrical repairs, railing installation, ADA walkway construction and some siding repair; and
WHEREAS, on February 15, 2022, Council directed staff to move forward with design documents for both the window replacement and ADA restroom and construction of a new roof, which has now been completed; and
WHEREAS, the project was advertised for construction bids and five bids were received on December 22, 2022 ranging in amount from $327,950 to $647,000; and WHEREAS, the apparent low bidder is Jack Handley Construction Services with a bid of $327,950; and
WHEREAS, staff has verified their references and qualifications, and WHEREAS, the Fiscal Year 2023 Chapman Estate Fund budget includes $934,570 budgeted for the Chapman Estate ADA restroom and other improvements.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pismo Beach hereby authorizes the City Manager to award a contract to Jack Handley Construction Services in the amount of $327,950 for the construction of the Chapman Estate ADA Restroom Remodel and Addition Project (cost exhibit provided as Exhibit A).
UPON MOTION OF Council Member Guthrie, seconded by Council Member Newton, the foregoing resolution was adopted by the City Council of the City of Pismo Beach this 17th day of January 2023, by the following vote:

The Contractor shall comply with the requirements the State Labor Code.
The undersigned further agrees that in case of default in executing and submitting the Contract with required bonds and insurance within ten (10) working days after having received notice that the Contract is ready for signature, the proceeds of the check or bond accompanying this Bid shall become the property of the City.
The Contractor to whom the contract is awarded shall submit a statement each month certifying that it is in conformance with the City's Affirmative Action Program.
The following Certification of Affirmative Action Program, Contractor's Licensing Statement, List of Subcontractors, Bidder's Information List, Bid Security Form and Non -Collusion Affidavit shall be filled out, signed, and submitted by each Bidder and shall be part of the Contract Documents.
