PISMO BEACH CITY COUNCIL STAFF REPORT
Agenda Item #9.C
Meeting Date: February 20, 2024
TITLE:

PURCHASE OF ADDITIONAL PARKING METERS, ASSOCIATED HARDWARE, AND

HOUSINGS FROM IPS GROUP
RECOMMENDATION:

Adopt a Resolution authorizing the purchase of 210 Parking Meters, associated hardware, and housings from IPS Group for a total of $288,646.10 in Fiscal Year 2024, and appropriating related budget adjustments.

DISCUSSION:

On January 17, 2023, the City Council adopted Resolution R-2023-004 authorizing the purchase of 210 parking meters, associated hardware, and housings from IPS Group.

This authorization was made in anticipation of the Council’s direction regarding the layout of the paid parking along Price Street, following testing of different configurations and consideration of public feedback. The Fiscal Year (FY) 2023 and FY 2024 paving project on Price Street will include the installation of poles along a new center median designated for both diagonal parking spaces, as well as parallel spaces opposite the diagonal spaces.

The poles will be affixed with parking meters. Staff has identified a need for a total of 210 meters, 100 yoke assembly kits (for installation of two meters on one pole), and the hardware and labor associated with meter installation. The cost of the meters, hardware, housings, and the labor to install has gone up in the year since a quote was last received from IPS Group, from $255,911.00 to $286,646.10, an increase of $30,735.10. A new quote was requested after the street configuration, including the need for a different number of single and double metered poles, changed. The change in the pole type will minimize the visual and physical impacts along Price Street.

The Council has directed that paid parking will only be in effect from Friday evening to Sunday evening, as to not impede residents from conducting business during the week.

Staff recommends that the new meters be purchased from IPS Group, the manufacturer of the City's current parking meters, so that the new meters will be completely compatible with the existing meters and provide a consistent experience for users. This purchase of meters will include vehicle sensors, mobile payment options, and housings, and will pair with the existing enforcement applications. Additionally, the MKS Single-Space Meters from IPS Group are solar powered with rechargeable battery packs, wirelessly networked, and the patented meter mechanism accepts payment by coins, credit/debit card, smart card and tokens, pay-by-phone, or contactless payment. Due to the City's existing relationship with IPS Group, the proprietary nature of some of the IPS equipment, and the need for compatibility with existing equipment, the IPS Group purchase of the new parking meters is being recommended as a sole-source purchase. The IPS Group quote is provided as Attachment 1.A.

Conclusion and Recommendation
Staff recommends that the City Council adopt a Resolution (Attachment 1) authorizing the purchase of 210 Parking Meters, the associated hardware, and the housings from IPS Group for $288,646.10 in Fiscal Year 2024, including appropriating related budget adjustments.

FISCAL IMPACT:

The fiscal impact of adopting the attached Resolution is an additional cost of $286,646.10 for the purchase and installation of 210 parking meters, hardware, and housings. On January 17, 2023, per Resolution R-2023-004, Council appropriated $256,000 for these parking meters. Due to increase in cost, staff recommends that Council appropriate the additional $31,000 in the Parking Enterprise Fund Capital Outlay for machines and equipment in FY 2024, supported by the Parking Enterprise Fund's available fund balance, for the purchase of the additional parking meters, associated hardware, and housings from IPS Group.
