PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #9.F

SUBJECT/TITLE:

TERMINATION OF THE COVID-19 EMERGENCY PROCLAMATION

RECOMMENDATION:

Adopt a Resolution terminating the local emergency confirmed by City Council on March 17, 2020 and rescinding Resolution R-2020-026.

BACKGROUND:

Chapter 2.32 of the Pismo Beach Municipal Code empowers the City Manager, acting as the Director of Emergency Services, to proclaim the existence of a local emergency when the City is affected by an emergency and the City Council is not in session. An emergency exists when conditions are beyond the control of the services, personnel, equipment, facilities, and existing laws of this City. The declaration is an acknowledgement of the need for additional resources and expedited procedures to deal with the emergency. The Director of Emergency Service’s declaration is subject to City Council ratification within seven days.

States of Emergency in response to the increased spread of the COVID-19 pandemic were declared by the State of California on March 4, 2020; by the County of San Luis Obispo on March 13, 2020; and by the President of the United States on March 13, 2020.

The City Manager, acting as the Director of Emergency Services, proclaimed the existence of a local emergency on March 16, 2020, which was ratified by Council Resolution R-2020-0261 on March 17, 2020.

The rapid spread and serious nature of the virus necessitated immediate and significant adaptations to certain work practices in order to maintain desired levels of service for the public, and to protect the safety of both personnel and the public. At varying phases of the pandemic, the City has taken actions including:
 Initially closing City Hall to walk-ins, adopting work-from-home policies, and extensive equipment and software procurement to quickly implement work-from- home practices;
 Development of novel virtual meeting models for all public legislative meetings in order to continue the business of the City Council and its Advisory Bodies; widespread implementation of Zoom and Teams to facilitate virtual participation; and
 Posting of public health messaging regarding social distancing, face coverings, and vaccination; implementation of temporary emergency public health regulations relating to face coverings.
