PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #12.C
SUBJECT/TITLE:
AUTHORIZATION TO BID THE JAMES WAY BEAUTIFICATION PROJECT
RECOMMENDATION:
Authorize staff to advertise for bids for the James Way Beautification Project.
BACKGROUND:
On May 17, 2022, City Council awarded an agreement to BEK Collective for professional services to design the James Way Beautification Project. This project enhances James Way by removing hardscape and replacing it with landscaping along the ocean side of the James Way corridor, from Shamrock Lane to Crest Drive. In addition to landscaping and enhancements on the ocean side of James Way, the project will repair damaged raised planters on the opposite side of the street. The project will include landscaping, irrigation, drainage, ADA-compliant curb ramps, removing and replacing street poles and signs, repairing raised planters, removing and replacing select sidewalk panels, and a bid alternative for restriping James Way. Design documents are nearing completion and a construction bid package is being prepared.
Conclusion and Recommendation
Staff recommends that the Council authorize staff to advertise for construction bids for the James Way Beautification project. If the City receives favorable bids, staff will return to the City Council to award a contract.
FISCAL IMPACT:
There is no immediate fiscal impact to Council authorizing staff to advertise for construction bids for this project. However, staff estimates that the project could cost $1,952,000. The Fiscal Year (FY) 2023 budget includes $300,000 for the James Way Beautification project. The table below summarizes the budget and the estimated construction costs for this project.
FY 2023 Capital Project Funding
Project Budget: James Way Beautification $300,000

12.C-1Council Agenda 2-21-2023
The actual budget surplus or shortfall will be based on the actual bids received for the construction of the project. In the event that the total cost of the project is greater than the current available budget, staff will address the budget shortfall and provide the City Council with funding options at the time of award of a construction contract.
ALTERNATIVES:
1. Do not authorize staff to advertise for bids; provide staff with direction on how to proceed.
