Dear Councilmembers,
I was reviewing the agenda for todays’ council meeting and noticed that item 3A has my property 2054 Ocean Blvd on the agenda during a closed-door meeting. As I previously addressed to the council the owner of the property listed on the agenda is not accurate as I purchased the home in May 2022. I am aware that the city possess an easement for ingress and egress on the east end of my property for the purpose of potential pedestrian walkway. I assume that the purpose of the closed door meeting is to discuss acquisition of a similar easement at 302 Vista Del Mar.
I am writing in opposition of any development of a pedestrian easement or public access that allows public pedestrian access between Terrace ave and Vista Del Mar.
I do not believe the public benefits from such access would outweigh the negative consequences to the neighborhood. As you review the situation you should analyze who will really benefit from this access. It looks like to me the only people that would benefit would be the 18 homeowners along Shoreline Dr. that would have closer beach access with this pathway. Of those, 10 of them reside on the bluff, some of whom have private beach access. All of the residents along Terrace Ave would have no closer access since they currently have the ability to access along the alley. Any other non- local residents would already be traveling along Shell Beach road and can currently access the beach via Vista Del Mar. My concern that opening up this proposed area would invite homeless, graffiti, trash and theft into our neighborhood. The fact that there is an alley that would now be accessible to the public further complicates the situation since this would be a very enticing area for people to access and perform illegal acts and cause unrest to the homeowners whose properties access this alley. I am also concerned whether there is even a proper amount of space for a 5’ walkway within the concrete driveway along 302 Vista Del Mar. This is already a very narrow driveway for me to access my property or other residence trying to access the alley to the east. What happens when cars are trying to travel both directions along with pedestrians on this narrow driveway?
You should also consider the safety of the children that attend Shell Beach Elementary. The students, parents, busses and staff all use Terrace ave when arriving and departing from the school.
Added traffic to this street could impose added safety concerns.
I would hope that council could find better ways to spend our tax dollars to provide for more enjoyable public beach access to the people of Shell Beach than this rout that is being considered.
Sincerely,
Brian Coelho
