PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #3.A

SUBJECT/TITLE:

PRESENTATIONS FROM DESIGN-BUILD ENTITIES FOR THE PUBLIC SAFETY

FACILITY DESIGN-BUILD PROJECT

RECOMMENDATION:

Receive presentations from Design-Build Entity teams F&H/LDA and Swinerton/Ten Over for the Public Safety Facility Project.

BACKGROUND:

The City Council set a goal to have a modern Public Safety Facility to replace the current Fire Station on Bello Street, Station 64, and to expand the Police Station to meet the modern needs for the City’s public safety professionals. The proposed project seeks to achieve multiple goals, including honoring the site’s history by incorporating the façade of the City’s original elementary school into the new design, reducing fire response time by more than one minute, and evaluating opportunities for the police station.

To deliver the project in an expeditious manner, staff proposed the use of Design-Build procurement, as allowable under California Public Contract Code Section 22160. Design- Build method of delivery allows for using “best value” procurement to reduce project costs, expedited project completion, and design features that are not achievable through the traditional design-bid-build method. “Best value” means a value determined by evaluation of objective criteria that relate to price, features, functions, life-cycle costs, experience, and past performance. A best value determination may involve the selection of the lowest cost proposal meeting the interests of the local agency and meeting the objectives of the project, selection of the best proposal for a stipulated sum established by the City, or a tradeoff between price and other specified factors.

After a comprehensive Request for Qualifications process, on January 4, 2022, the City Council approved three Design-Build-Entities (DBE): F&H/LDA, Erickson-Hall/PBK-WLC, and Swinerton/Ten Over.

On December 2, 2022, the City released the Request for Proposals to the three DBE teams. Following release, the City was notified that the Erickson-Hall/PBK-WLC team would be withdrawing from consideration. The RFP process included the bridging and criteria documents developed by Mary McGrath Architects/Manns Woodward Studios and the technical documents provided by the City and Vanir Construction Management, as the City’s Owner Representative.

On March 2, 2023, the teams from F&H/LDA and Swinerton/Ten Over submitted complete and comprehensive submittals. Following the submittal, the City’s evaluation committee met to review both proposals. The evaluation committee is comprised of the following staff: Assistant City Manager, Police Chief, Fire Chief, Community Development Director, Public Works Director, Building Official, and Senior Engineer.

Council Agenda 3-29-2023 3.A-1

The City Council has indicated a desire to provide input on the design by receiving public presentations of the proposals prior to the final staff recommendation on the selected DBE Team. As such, each team will be providing a presentation as part of this meeting.

Each DBE team will be provided 30 minutes to make its presentation, followed by a 20- minute question period by the City Council to the DBE Team. Staff will be collecting feedback from the City Council and will then assign points as appropriate to the scoring matrix.

Recommendation and Next Steps
Staff recommends that the City Council receive presentations from F&H/LDA and Swinerton/Ten Over on their proposals for the Public Safety Facility Project and provide feedback.
