PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #9.F
SUBJECT/TITLE:

ACCEPTANCE OF GRANT FUNDS ALLOCATED BY THE FEDERAL EMERGENCY

MANAGEMENT AGENCY (FEMA) AND AUTHORIZATION OF PURCHASE OF SEVEN

ALL-BAND, PORTABLE RADIOS, AND APPROPRIATING RELATED BUDGET ADJUSTMENTS IN FISCAL YEAR 2023
RECOMMENDATION:

Adopt a Resolution authorizing the acceptance of grant funds in the amount of $75,051 from the Federal Emergency Management Agency, and the purchase of seven all-band portable radios, P-25 compliant, and appropriating related budget adjustments in Fiscal Year 2023.

BACKGROUND:

In December of 2021, staff applied for an “Assistance to Firefighters” grant through the Federal Emergency Management Agency (FEMA) in the amount of $75,051 of which as a condition of the grant, the City must provide a 5% matching funds or $3,752. The all- band technology allows multiple agencies to communicate with each other during an incident. Lack of common communication during response and while at the incident can result in longer rescue times and decrease the effectiveness of ordering necessary resources when time is critical. Additionally, parts and service are no longer available for the existing models.

Staff was notified in February of 2023 that the City had been awarded the grant in the amount of $75,051, plus the City’s 5% matching funds, to be used to purchase portable radios that are P-25 compliant. A quotation for the purchase of the radios from Motorola Solutions for $74,627 is provided as Attachment 1.A.

Conclusion and Recommendation
Staff recommends that the Council adopt a Resolution (Attachment 1) authorizing the acceptance of grant funds in the amount of $75,051 from FEMA, the purchase of seven radios from Motorola Solutions, and the appropriation of related budget adjustments in Fiscal Year (FY) 2023.

FISCAL IMPACT:

The fiscal impact of approving the attached Resolution is an increase of $74,627 in expenditures in the General Fund Fire Department capital outlay for machine and equipment account, offset by $70,896 of FEMA grant revenues. The City’s 5% match of $3,731 would be supported by de-appropriating $3,731 from the General Fund Fire Department operating supplies and maintenance account and appropriating the $3,731 in the General Fund Fire Department capital outlay for machine and equipment account.

Staff recommends that Council accept the $70,051 of FEMA grant revenues and appropriate $70,896 in State government grant revenues in the General Fund Fire Council Agenda 5-2-2023 9.F-1

Department budget; appropriate $74,627 in the General Fund Fire Department capital outlay for machine and equipment account; and de-appropriate $3,731 from the General Fund Fire Department operating supplies and maintenance account, all in fiscal year 2023.
