Reference: 12.A Report STR Title 5 Revised Regula�ons 1st Reading, 2023-05-02 Municipal Code Regarding Short-Term Rentals
Councilmembers, please take your �me to make sure you get this right. Our local neighborhood already feels like a freeway with cars, motorized bicycles and skateboards racing up and down the street. We are also seeing the nega�ve impact of out of the neighborhood vehicles taking up street parking along our block. We have more than one STR within a few houses of our home that when occupied con�nues to degrade our neighborhood to nothing more than a busy downtown tourist zone---and not a place you would consider to be a quiet residen�al neighborhood.
Consider adop�ng some or all of Santa Monica’s STR policy and / or Half Moon Bay’s recent policy when considering STRs here in Pismo Beach. Allowing un-hosted STRs should be limited to 60 days per year or NOT at all. Requiring the property owner to be living on site when offering a STR ensures a reasonable level of responsibility.
How do you expect to fund the resources to monitor and enforce any requirement you set? Will the licensing fees be enough? When I complained about the noise from our neighborhood STR last July, I never received any feedback on what if anything the City did. Policies without monitoring and fiscal fines and penal�es for viola�ons are just a joke to many---don’t let this STR policy become one of these.
All you must do is read the link about “Star�ng a Short-Term Rental business in California” to get an idea of how individuals plan to get around the rules and regula�ons, make a buck and ruin the tradi�onal residen�al neighborhood.
