Pismo Beach City Council
Ref: Meeting May 2, 2023 item 12.A regarding modifications to Title 5 of the Pismo Beach Municipal Code regulating Short-Term Rentals
.
We have reviewed your proposed modifications for the amended code for the STR, and recommend at least three items for the consideration of the Council: 1. Establish the number of days for the use of a residence annually as a STR to 60 days (similar to Half Moon Bay), 2.
Cap the number of STR’s within Pismo Beach to no more than 30, and 3. Restrict the neighborhoods for eligibility to STR’s to areas such as those near the pier, not within existing residential areas.
The rationale for these three items is based upon the economic forces that STR’s place on the existing residential areas. It has been observed in Pismo Beach and other beach cities that residences have been purchased by those living outside of SLO county for the sole business purpose of providing STR rental income. At $800 per night for an STR beach community income, it is not hard to understand the profit the can accrue from the purchase of even a $2M home, even with its mortgage payment, taxes and insurance as well a minimal maintenance costs.
The proposed modifications are not strict enough to protect the character of the existing residential community. The only defense for the loss of more SLO residential properties to business interests is reasonable governmental regulation.
