Respected members of the City Council:

We own and live at our home on 147 Seacliff Drive. It has been our family home since 1990.

We have held STR Permit No. 20376 for the property, since February 2020. We scrupulously follow all requirements of the regulations, TOT payments, etc.. Over those three+ years, we have received absolutely no complaints about our guests, noise, trash, parking, or anything else regarding our rental activities.

We reviewed the proposed draft Ordinances submitted to the Planning Commission on April 25, proposing a new Code framework per Title 17 of the Code. We were pleased to go on record with our support of the adoption of the proposed draft Ordinances. The Planning Commission approved the draft ordinances as proposed, and we understand these will be presented to the Council at its meeting on May 16. Per the Council's direction last year, the new framework being proposed is clearly the product of a very thorough review and input from the community and staff, and they seem a very reasonable and fair to all concerned parties, both STR owners and community members.

We would point out that our support of the new STR framework being proposed is from both our standpoint as a permitted STR operator, and as a resident of a neighborhood that has several other permitted STRs. While we realize from a few other items of public input that there are obviously a very few specific properties that have indeed long caused problems in their particular neighborhoods, we can definitely say we have experienced absolutely no problems from the several STRs in our neighborhood.

We have also now reviewed the draft Ordinance being presented to the Council proposing to amend Title 5 administrative regulations.

We are pleased to express our support of the proposed regulations as well.

We would also point out that substantially the only opposition from the public on the whole short -term -rental issue continues, even since the hearings last year, to center around only two or three particular properties, and no complaints whatsoever pertaining to the remaining 25.

The proposed new regulations should effectively solve the problems with this tiny proportion of "bad actor" properties.

We thank staff and Councilmembers for their time and thoughtful deliberation in the matter.

Kim & Susan Mistretta
