ESTIMATE OF ADDITIONAL DESIGN FEES AMENDMENT #4
Dear Mr. Stoehr:
Per your request, ENGEO has prepared the attached estimate of additional requested design fees associated with the Component B storm drain repair measures located on the seaward side of the intersection at Ocean Boulevard and Cliff Avenue near the southwest end of Dinosaur Caves Park (Latitude 35.1525060, Longitude-120.6676550) in Pismo Beach, California.
BACKGROUND INFORMATION
As you are aware, the first phase of environmental review and consultation resulted in a finding of potential impacts, specifically with regard to cultural resources within the Component B area of work (Cliff and Ocean), and where Caltrans subsequently determined that a Phase II study was required.
The City received NEPA clearance on this component from Caltrans Local Assistance. To avoid significant time delays, the City divided the Ocean Boulevard Improvement Project into two separate projects, for which a majority of the Components (A, C, D and E) are now in the process of being constructed. In addition to the challenges of cultural resource issues, Component B also has a buried sea cave of unknown dimensions that we have been reviewing, and also another nearby developing sea cave that will influence the overall repair design. While waiting for the Phase II study to be completed, we have performed numerous field mapping delineations of the adjacent project area and sea cave to help assess potential impacts to the overall design. Component B also has right-of-way impacts including proposed tiebacks extending into the adjacent private property, and an existing PG&E pole that is impacted by the repair.
ESTIMATE OF ANTICIPATED ADDITIONAL FEES
Based on our review and discussions with you, we are requesting an increase in budget of $160,000, with the various subconsultanfs fees broken down in the attached table. ' 3890 Murphy Canyon Road, Suite 200 • San Diego, CA 92123 • (858) 573-6900• Fax (858) 573-8900 www.engeo.com
