PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #3.C
SUBJECT/TITLE:

FISCAL YEAR 2024 OUTSIDE REQUESTS FOR CITY DONATIONS
RECOMMENDATION:

Adopt a Resolution approving and appropriating contributions to outside agencies for Fiscal Year 2024.

BACKGROUND:

Each year, the City receives requests from outside agencies requesting donations from the City of Pismo Beach. These requests of City funds come from discretionary funds and are the same monies used for City operations. Staff consolidates these requests into one report and presents this information as part of the budget process. Combining this process allows the Council to ensure that City operations are funded prior to funding these donations.

Staff recommends that the Council consider the Fiscal Year (FY) 2024 outside agency applications for funding and requests that the Council provide direction to staff on funding requests by adoption of a resolution (Attachment 1).

FY 2024 Outside Agency Requests
This year, the City received requests from 15 outside agencies totaling $133,700. In the past five years, allocations have ranged from $93,100 to $158,700 (see Historical Funding List, Attachment 2). In FY 2023, Council appropriated $158,700 for these requests, of which approximately $101,200 was supported by the General Fund unassigned fund balance, $50,000 from the Lodging Business Improvement District (LBID) Fund balance, and $7,500 from the Housing In Lieu Fee Fund balance.

New this year is that outside agency requests for Lodging Business Improvement District (LBID) Fund support (benefiting the lodging industry) are going through a separate funding process through the City’s Tourism & Events Department. As such, the LBID Fund support will now go through this new process, including consideration by the Conference & Visitors Bureau / LBID Advisory Board.

Below is a summary list of this year’s requests from the various non-profit agencies pending the Council’s review and approval. The table includes the agency’s name, the requested amount for FY 2024, the amount paid in FY 2023, a description of how the requested donation would be used and benefit to the City. More details are available in the the letters from Outside Agencies (Attachments 3 and 4). Attachment 3 provides the request letters without detailed financial statements; Attachment 4, which is provided

online only in the Access Pismo 1 public records portal due to file size, also includes detailed financial statements.

Dear James,
Many thanks to you and the Pismo Beach City Council for your important and ongoing financial support provided to the local American Red Cross.

We respectfully request continued funding in the amount of $10,000.The purpose of the funding is to provide support for ongoing Red Cross services to be available 365 days a year to the residents and visitors of the City of Pismo Beach.

The American Red Cross began serving San Luis Obispo County as an official chapter of the Red Cross in 1917.We have a proud and long history of serving people throughout the county, including your City of Pismo Beach residents. The mission of the Red Cross is to prevent and alleviate human suffering in the face of emergencies by mobilizing the power of volunteers and the generosity of donors.

The work our small staff and resolute volunteers do to achieve our mission is outlined below:
x Each year in San Luis Obispo County we assist individuals and families that are impacted by fires, floods and other disasters that impact their ability to live in their homes. x We provide financial assistance, temporary housing through local hotels, counseling, and other key services in the first few critical days after the disaster. x We provide free preparedness education for children and adults throughout the County. x We train people in lifesaving skills like firstͲaid,CPR,and aquatics. x And,we interact with all branches of the armed services providing a variety of services including emergency reporting and communication between service members and their families.

Your contribution to the American Red Cross benefits the city and all residents of Pismo Beach by keeping them safe and ensuring their most basic needs are met in the event of a personal emergency or a large disaster.

Attachment 3

As a popular tourist destination,it is also important to know that in the event of a hotel fire or a major disaster,of any kind, trained Red Cross volunteers will be there to aid Pismo Beach visitors along with the rest of your community members.

If the residents or visitors of the City of Pismo Beach need the Red Cross we will be there, thanks to your ongoing support. This is a significant benefit to Pismo Beach and aligns with your focus on delivering exceptional services to the public,as the Red Cross aids as needed during a personal or community disaster.Additionally, our financial support and counselling and referral services contributes to keeping individuals and families from becoming homeless after experiencing a disaster.

Of note specifically,we were there for the residents and visitors of Pismo Beach and the other communities in San Luis Obispo County in both January 2023 and again in March 2023 when the dangerous and damaging storms and floods impacted residents and visitors. And we are still assisting in the aftermath of this devastation.

Thank you very much for your past support, and for considering this current request. Please feel free to contact me if you have any questions about the Red Cross or specifically about our role in emergency situations for disasters both great and small.

PROJECT: Request for Funds
To:The Honorable Mayor of Pismo Beach and City Council Members:

The Association of Amputee Surfers (DBA AmpSurf and the Para Surf League) is a local based non-profit organization established in 2003 to Promote, Inspire, Educate and Rehabilitate (PIER™) all people with disabilities and their families through adaptive surfing and other outdoor activities.

We are respectfully requesting the City of Pismo beach to help us accomplish our mission by making a $15,000 donation to help the Disabled Veterans, First Responders, and other civilian adults and children living with disabilities we serve, so that they might participate in our Pismo Beach clinic events, and special programs this year. These funds will be used to cover cost of events held in Pismo beach that are in line with the cities goals and priorities and that benefit the city by having a minimum impact on city services including public works, traffic and parking, help keep our community clean, conserve resources, add to our community’s character and enhance the quality of life of our community members.

As we have grown exponentially in scope with the number of people we serve, we still remain a local nonprofit organization dependent on the generosity of individuals and organizations to make it all happen. It takes a substantial amount of equipment, materials, and monetary donations to carry out our vital mission and it’s virtually impossible to accomplish our goals without help from organizations such as the City of Pismo Beach. With your help we can change lives as well as honor our courageous Veterans, and First Responders for the sacrifices they have made! With the help of the City of Pismo Beach, last year we were able to share the healing power of the ocean with over 730 people through our program here locally, this doesn’t include the 180 para surfing athletes we shared our program with here during the 2022 Pismo Beach ISA World Para Surfing Championships, hosted by AmpSurf. With the help of the city, we want to continue to promote our services throughout the community! We do this through the programs listed below.

Ɣ Adaptive Learn to Surf Clinics -We hold our introductory adaptive learn to surf clinics to allow those living with disabilities, Veterans and First responders to share the healing power of adaptive surf therapy and our beautiful ocean. These events not only give these participants a unique experience here on our beach, it also provides a great opportunity for local community members (surfers and non-surfers alike) to share in the healing with the participants.

Ɣ Operation Restoration –With our various partners around the country we bring Veterans from various regions of the country to experience outdoor activities in Pismo Beach including Surfing, Kayaking, Outrigger Canoeing, Stand-Up Paddleboarding and more. Many of those who attended in the past had never been to Pismo and were determined to bring their families back on vacations and holidays.

Attachment 3

Ɣ VetSurf/Surf on Saturdays surf clinics at Addie Street – We have combined these two programs and we do them weekly at the Addie Street wall. The program is open to all Veterans, First Responders and those locally living with disabilities. It is a perfect opportunity for these participants to form camaraderie and acceptance with other locals living with similar conditions and to grow new relationships with each other and with volunteers in the community. We have certified instructors on hand for those new to and have been regular local surfers join us to give back to the community. Our goal in these sessions is to help our participants to become self-sufficient in the ocean. Besides surfing we teach them ocean safety, equipment maintenance and surf etiquette.

Ɣ 9/11 Memorial Paddle Out -A memorial paddle-out is a symbol of surf culture and a traditional surf tribute to the life and legacy of people who passed away” Every year we host the 9/11 Paddle-Out south of the Pismo Pier as an opportunity for local surfers to pay tribute to the Veterans, First Responders, and civilians to those who gave their lives in the 9/11 attack and since in serving our nation in the war on terror.

Ɣ Summer Surf Camp -Starting in June we are offering summer surf mentorship camps.

These are 1-week camps for children between the ages of 5 and 14. Our certified instructors will teach the children how to surf or if they can already surf help to hone their skills.

Between surf sessions we use local skills to teach the children about beach and ocean sustainability, marine life, surf etiquette, equipment maintenance, ocean safety. Our goal is to mentor the children and hopefully guide them to becoming responsible ocean users and surfers.

AmpSurf is respectfully requesting the City of Pismo beach to help us accomplish our mission by making a $15,000 donation to help sponsor the disabled Veterans, police, firefighters, and other civilians’ adults and children so that they might participate in our Pismo Beach clinic events, and special programs this year. We hope that you will again choose to support our overall efforts to share the healing power of adaptive surfing therapy and our amazing community.

up to safety codes and more accessible. The Minor Home Repair program brings homes up to health and safety standards and addressing building code violations, constructs and installs handicapped access improvements, and removes architectural barriers. These improvements enable residents to remain independent and in their homes, maintain the longevity and quality of homes, and consequently, local neighborhoods. Clients are first interviewed to assess their needs and can be cross-referred to other CAPSLO programs and resources in the community. Priority is given to clients who are severely disabled, lower income, or who do not have other resources or family members to assist them. Repairs will be carried out by Energy staff who work under CAPSLO’s contractor’s license #623259.

Thank you very much for your consideration of this request for funding to provide these valuable Energy Services in Pismo Beach.

Sincerely,

3. How the requested funds help achieve the Fiscal Year 2023 & 2024 City Goals The services The Center provides online with the City of Pismo Beach’s FY 2023-2024 goals of “Public Safety” and “Community Character and Quality of Life for Residents” by providing low or no-cost preventive reproductive health and family planning services for Pismo Beach residents. Pregnancy and STI prevention is highly cost-effective, saving local taxpayers’ dollars: the CDC reported that STI treatment amounts to over $16 billion in lifetime medical costs (CDC, 2021) and estimates of savings accrued to taxpayers by preventing unintended pregnancies ranges from $4.7 billion to $6.2 billion (NIH, 2011).

Importantly, prevention provides teens with the opportunity to continue their education, pursue a career or vocation, avoid social and economic costs associated with early childbearing, and decreases the number of children born into poverty.

Funding from the City of Pismo Beach will enable The Center in Arroyo Grande to provide sexual and reproductive health services to adult and teen residents of all genders and identities who reside in Pismo Beach in 2023-2024. Funds will also ensure that low-income adults receive adequate health care.

Thank you very much for your consideration of this request to provide vital health care services to residents of Pismo Beach.

Sincerely,

Elizabeth “Biz” Steinberg,
Chief Executive Officer

Community Character: A HomeShare SLO match can help resolve neglected residential appearance on the inside and outside of a provider’s home. Sharing a home can generate $600 to $1200 a month, for the provider. Over 12 months, more than $9,600.00 can be generated for repairs, home restoring needs and property taxes.

Public Safety: Importantly, with the appearance of a clean and safe exterior, a home can become less prey to possible criminal activity. Less apparent criminal activity can reduce the number of Public Safety calls to a neighborhood. Moreover, with a significant percentage of Pismo Beach’s population single senior women, having a trusted person in the home can add to the feeling of safety—and having someone there in the event of a fall or accident can be lifesaving. This can minimize public safety calls—and mean calls get made when necessary.

Water supply:A homeshare match makes efficient use of existing housing stock, which typically is larger than the needs of a single person. The homeshare “creates” affordable housing without the costs and impacts of new construction, in the process conserving resources, such as water, with less new construction and less new landscaping.

Safe, secure housing can be challenging for many. Affordable housing for single seniors is an increasing challenge for their quality of life. Fixed incomes fail to keep up with the rising cost of living. With an average Social Security payment of less than $1500 for senior women (several hundred dollars less than the average for men), many senior women renters are priced out of the market. Average rents are substantially more than a single Social Security check. The prospect of homelessness is devastating at any age, particularly when a person is over 65 years old, with healthcare needs, for instance. The quality and length of life can be severely affected.

According to the US Census table below 688 persons over the age of 65 live alone in their own home in Pismo Beach. Most homes have 2 or more bedrooms and 20% received Food Stamps.
( https://www.seniorcare.com/directory/ca/pismo-beach/#census_footnote) Many seniors may be “house rich” yet “cash poor”. This creates challenges to aging in place, senior safety and healthcare for approximately 15% of Pismo Beach senior households.

Isolation can develop as seniors lose mobility and the ability to socialize outside the home. https://data.census.gov/table?q=age+65+years+and+own+home+alone+in+Pism o+Beach+city,+California&tid=DECENNIALSF32000.P011
Homeshare programs are a creative, low cost way to bridge gaps between the over and under housed, while building community and fighting the impacts of social isolation. It’s a particularly important tool given that funding and support for construction of new affordable housing is limited and demanding, at a time housing need continues to increase. Homeshares effectively create new housing within existing housing units.

Another step toward preserving Pismo Beach’s “Classic California” charm.

Attachment 3

Homesharing is a nationally proven way out of housing challenges for many. It’s a new concept to many San Luis Obispo County residents. Many residents, particularly seniors, have little experience sharing housing with non-family members. Single senior women are most often “over- housed” struggling with making ends meet and isolation.

They often are dealing with a new, possibly frightening concept. Several preliminary steps are required under these circumstances, for program success.

Your financial support will help connect city residents through these actions:
· Outreach to identify appropriate isolated and/or financially challenged seniors who may have unmet needs homesharing could meet; · Training to explain how homesharing works, including mechanisms for maintaining privacy within the home, household agreements and realistic expectations – explanation of procedures of the matching process, background and security screening of both parties and help with clarifying need & expectations and how to end a homesharing agreement;
· Screening for safety and security of all program participants; · Understanding and sharing the success with others.

Your funding for the 2023-24 fiscal year will allow the program to:
· Provide housing mentoring assistance for up to 15 Pismo Beach residents who reach out to program staff with housing inquiries
· Assist up to 5 Pismo Beach residents with program enrollment, including application, background screening, client introductions, match agreement assistance and ongoing match support
· Facilitate a minimum of 3 outreach and training events in Pismo Beach & the Five Cities area to help residents understand homesharing opportunities and benefits and be able to consider if a homeshare may be right for them Thank you for considering this request. Smart Share Housing Solutions’ ten-member volunteer board of directors, program staff and volunteers look forward to partnering with you to provide needed safe, affordable housing, income, companionship and security, along with tools for housing success and resilience to the seniors of Pismo Beach. We appreciate the opportunity to innovate, lead and provide safe, decent affordable housing and an added sense of community in Pismo Beach.

Dear Julia,
As a long-term recipient of funding from the City of Pismo Beach, we at the SLO Noor Foundation would like to thank you for the ongoing support enabling SLO Noor Health Clinics to substantially grow in capacity and scope. Since 2010, the SLO Noor Foundation has evolved from a single part-time medical clinic to a comprehensive healthcare facility and community network with a mission to provide free medical, dental, and vision care services to uninsured adults in San Luis Obispo and northern Santa Barbara Counties, regardless of race, ethnicity, religion, gender, sexual orientation, or immigration status.

The SLO Noor Foundation is committed to advancing diversity and inclusion by helping ensure that all people across the community feel valued and have equal access to resources, services, and opportunities provided by SLO Noor Health Clinics.

This year, we are requesting funding in the amount of $20,000 for the Whole Community Care project, which will further increase the reach and range of health and support services through the introduction of a mobile health program and community outreach initiative targeting low-income communities and low-wage workers within at-risk and hard-to-reach populations.

Beginning March 31, 2023, the COVID-19 Medi-Cal expansion will be closed, and because many individuals in labor, service, and trade industries have received wage increases to compete with rampant inflation, many lower wage workers will no longer qualify for government coverage. According to US Census Bureau estimates for 2022, over 40,000 residents in the SLONF’s service area are already uninsured, disproportionately affecting BIPOC, low-income, low-wage, non-En- glish-speaking, migrant, and farm-working populations. During a period of high inflation and fast-rising healthcare costs, these community members have been among the most vulnerable to health crises and economic hardship caused by medical or unexpected emergencies.

According to the HRSA 2020 Health Equity Report, these populations experience far poorer health outcomes due to factors such as low healthcare access rates, lower health literacy, higher medical mistrust, and implicit bias, and in 2022, the SLONF’s patient base reflected these findings, where 86% were severely below the Federal Poverty Level, 86% were BIPOC, and 70% non-English-speaking with 69% diagnosed with one or more high-risk chronic conditions. Because many part-time and lower wage earners may no longer qualify for government coverage, yet cannot afford out-of-pocket premiums and cannot receive coverage through their employers, SLO Noor Health Clinics bridge the area’s healthcare gap by providing comprehensive clinical services and health education which help promote a safe and healthy place for our community and local economy to thrive. As businesses and organizations across the County struggle with mass staffing shortages, it is vital to ensure that employees of diverse backgrounds can receive healthcare coverage to help restore the livelihood of the area’s workforce. Through the Whole Community Care project, not only will primary care be offered at mobile clinic events around the County, but the Foundation will also launch a community outreach initiative connecting employees of local businesses and organizations to SLO Noor Health Clinic programs. r

1428 Phillips Lane, Ste, 203, San Luis Obispo, CA 93401 Ň 805.439.1797 ɕ SLONoorFoundation.org We are requesting $20,000 which will be used to offset direct clinic expenses, including essential medical and dental supplies, laboratory and radiology diagnostics, personal protective equipment, and medical support staff costs necessary to serve a projected 1,800 patients and 5,200 in-clinic and telehealth encounters in the fiscal year (FY) 23-24.

Since the Spring of 2022, the SLO Noor Foundation operated two physical clinics in San Luis Obispo as well as a telehealth and virtual support program launched in 2020 and a mobile health unit operated in partnership with Cal Poly to provide women’s health services in the Santa Maria Valley. During this period, funds from the City of Pismo Beach have helped the SLO Noor Foundation successfully increase the capacity of its existing services, delivering care to 1,500 patients over 4,382 encounters with 41% of patients being new in 2022. SLO Noor Health Clinics admitted 364 new patients in 2022 and have been able to increase monthly patient visits from 251 to 365 for a total 18% increase in clinical capacity. It is projected that by this time next year SLO Noor Health Clinics will increase an additional 20% with an average of 430 monthly patient visits. Of these visits, 233 uninsured residents resided in Pismo Beach and the Five cities area with records showing that residents received 1,056 diagnostics for patients with or at risk of high-risk chronic conditions, including hyperlipidemia, hypertension, diabetes, and obesity.

Funding from the City of Pismo Beach in FY 2023-24 will assist the SLO Noor Foundation in successfully continuing to expand the availability and reach of its health and support services and extend preventive and episodic care to hard-to-reach underserved and uninsured communities before health concerns become costly emergencies requiring critical care. Funding through the 2022 County American Rescue Plan Act afforded the SLO Noor Foundation to design a mobile clinic expansion, the SLO Noor Free Mobile Clinic, which will serve under-resourced geographical areas in the County, including Grover Beach, Nipomo, and Oceano. With $20,000 in requested funding for the Whole Community Care project, we can help to address inequity in healthcare access and quality by improving the safety and wellbeing of community members facing obstacles barring them from accessing SLO Noor Health Clinics, including transportation, technology, workplace, or childcare accommodations. By assisting improving awareness of and access to healthcare and support services via mobile health and outreach, the SLO Noor Foundation will help community members learn to manage their health independently to support long-term wellbeing and livelihood on a community level.

Thank you for the City of Pismo Beach’s ongoing partnership with the SLO Noor Foundation and for consideration of funding again in 2023 for the Whole Community Care project. We firmly believe that the health of this community begins with the health of the individual, and together with our partners, the SLO Noor Foundation plans to push healthcare forward for the Central Coast.

Sincerely,
David Parro

Dear Julia Goodman and City of Pismo Beach City Council, People’s Self-Help Housing is pleased to submit this request for funding for Supportive Housing Program (SHP) services at our three properties and 76 housing units located in the City of Pismo Beach. Of these units, 50 are scheduled to open at the Pismo Terrace property on September 1, 2023, where residents will receive 10 months of grant-funded services during the grant period.

Founded in 1970, the mission of PSHH is to build affordable homes with site-based services that offer opportunities to change lives and strengthen communities on the Central Coast of California.

Since founding, our services have evolved from providing paths to homeownership for first-time homeowners to the provision of affordable rental housing with in-house, attentive property management, clinical social services, and education programming at each of the 56 affordable rental properties we have developed and compassionately maintain. Believing that housing alone does not create long-term stability and resiliency, PSHH is committed to improving health outcomes and access to opportunity for the over 5,100 residents who return home to our rental properties each day.

Our board of directors meets every two months and is chaired by Shelly Higginbotham, former mayor of Pismo Beach. Funds will directly support clinical social services and the development of wrap- around services provided to residents of our Pismo Beach properties.

In over 53 years of service to Central Coast communities, PSHH has helped over 1,200 low-income working families attain the American Dream through “sweat equity”. With a portfolio of nearly 2,000 affordable rental units throughout our geographical footprint from Ventura to San Luis Obispo, PSHH provides a variety of free, onsite health and education programs designed to promote housing stability and long-term resiliency.

The Supportive Housing Program, for which we are respectfully requesting funding in the amount of $5,000, provides clinical social services and case management to any residents of the 26 current households of its Pismo Beach affordable housing properties. When Pismo Terrace opens, SHP will provide services to any residents of the 50 units that may require assistance, including 24 households that are set aside for No Place Like Home units, of which 5 are set aside for Transitional Age Youth.

Services will include enhanced access to preventive health screenings, nutrition security, critical medical transportation, behavioral health counseling, financial literacy coaching, and administrative support, such as assistance securing disability accommodations, medical equipment, or SSI benefits.

Services are provided free of charge, barrier, or restriction to the residents we serve. Our service demographic is primarily low-income families, seniors, persons with disabilities, veterans, farmworkers, and those transitioning out of homelessness. New residents are never placed on a waiting list, and receive intake and assistance within days of requesting services, helping to mitigate domestic crises that frequently end in homelessness.

Shower the People (STP) is an all-volunteer mobile shower program that provides access to a free hot shower to the homeless in our community. We have provided over 15,000 showers at our 5 shower sites since 2018. The need for mobile showers for our communities homeless individuals remains great; in just the first quarter of this year STP has already provided 1,480 showers at our shower sites.

The goal of our program is to provide sites that are welcoming, safe, clean and reliable. We believe that an opportunity to take a shower gives homeless individuals the opportunity to be and feel clean, healthy and look presentable. Our volunteers have seen the difference that a hot shower makes to an individual’s physical presence as well as to their overall outlook on life.

The cost of our shower program has grown as our customer base has grown. STP volunteers continue to use masks, gloves and strong disinfectant in cleaning the shower units to combat the spread of disease. Every shower guest receives a new pair of underwear, a new t-shirt and new socks, toothbrush/toothpaste, a comb, razor and a 2oz bottle of hand disinfectant. The Arroyo Grande Community Hospital supplies us with freshly washed towels weekly. Our mobile trailer and van are kept in great condition both inside and outside by our Operations Manager, however 15,000 showers later they are aging. Our Board is considering the purchase of a new shower trailer sometime during FY2024 – 25.

Our funding request to the City of Pismo Beach is for $7,500. This funding will allow us to continue our shower program for the homeless at our current busy sites in South County, and in San Luis Obispo.

Thank you,
Gwen Watkins

County, including for the many employees who work in Pismo Beach. We also provide technical assistance to the City on housing policies and programs.

4. Relationship to the Council’s Goals. The HTF’s request supports the Council’s goal of managed growth and appropriate design and neighborhood preservation. We support this goal by increasing the housing supply for the many workers who are needed to make your vibrant revitalized downtown function. Without an adequate housing supply across the housing spectrum, there cannot be an adequate workforce or successful businesses.

As requested, our 2022 audit as completed by local accountancy firm Glenn Burdette is attached.

Dear Ms. France,
On behalf of the SLO County YMCA board of directors, staff, volunteers, and the communities we serve, I extend our sincere appreciation for your partnership and support with our organization.

At the SLO County YMCA, we believe everyone matters, everyone counts, and everyone gets a chance. For over 60 years we have been serving the greater San Luis Obispo community to make this a better place for all. We achieve this by offering membership and programs that inspire positive life changes and provide facilities that are safe and welcoming for all people.

The Y is requesting $3,000 from the City of Pismo Beach FY2024, to support our financial assistance fund for program scholarships. All funds will support low-income families attending YMCA programs, including day camps, sports, and before- and after-school programs.

As part of the 2024-25 city goals, the Y is committed to helping to improve and support the quality of life for residents. Access to safe and affordable childcare continues to be a critical need for families during and after the pandemic. When enrolled in Y enrichment programs, working families can feel secure knowing that their child not only has a safe place to go, but that they are educated and supported. With a commitment to nurturing the potential of children and teens, promoting healthy living, and fostering a sense of social responsibility, Y camps and after school programs ensure that every individual has access to the essentials needed to learn, grow and thrive.

In the past year, families from Pismo Beach participated in our after-school programs, summer camps, and sports programs. The Y provides a safe, thriving environment for young people to explore personal interests, build self-esteem, develop interpersonal skills, discover the creativity and health benefits of the outdoors, and make lasting friendships and memories.

Children enrolled in our after-school program not only receive help with their schoolwork, but our skilled staff create curriculum in all programs that includes components of character development. As summer approaches, the Y continues to fill the childcare gap through our summer camp programs. The Y serves families across SLO County, with enhanced curriculum addressing the achievement gap, social emotional wellbeing, and healthy eating and physical activity.

The Y offers a variety of safe and fun sports camps and leagues, including Futsal, Attachment 3

Basketball, and Roller Hockey. Additionally, Bitty Sports invites parent participation, emphasizing parent-child relationship building, along with basic sports play. Y sports programs not only focus on skills, but character development, and instilling the values of respect, trustworthiness, responsibility, fairness, and caring. Youth sports programs promote healthy development, encourage self-esteem and positive peer interaction, along with growing sportsmanship and teamwork.

Social Emotional wellness has been incorporated into our youth programs through the expertise of a dedicated mental health intern from Transitions-Mental Health Association, working alongside Y staff. In a survey, parents responded that Y programs provided a positive social atmosphere, especially after the pandemic left many children in isolation.

The Y is committed to being an affordable, inclusive, and accessible option for all families. At the Y, no one is turned away for lack of ability to pay. Our program fees are affordable, and we provide assistance for those who have additional need. On average, eligible families receive 45% off of their program fees. For many families, that savings is $400-$500 per year, and no one is turned away for inability to pay. Foster families receive an automatic assistance of 50%, and some Y programs are offered for free, essentially providing 100% financial assistance to those enrolled.

Thank you to the City of Pismo Beach for your consideration.

Sincerely,
Thomas Speidel
Regional Executive Director

When we meet with a new client for the first time, we assign two mentors. At the initial meeting, the client and mentors engage in an interactive dialogue beginning with the client describing their business idea or issue with their existing business. The mentors ask questions and together they determine a strategy. The first meeting usually lasts an hour, and typically leads to a set of actions for the client to execute. At the end of the first meeting, a follow-on session is frequently scheduled. Studies have found that if a client is mentored more than three times it leads to greater client success. No matter how many times we meet with a client, all meetings are free.

How the requested funds relate to the Fiscal Year 2024 & 2025 City Goals

SCORE’s mission is to foster the establishment, development, and growth of small business. Pismo Beach benefits from the successful execution of this mission in:
• local job creation, and
• an increase in tax and related revenues.

A vibrant local business community is a direct contributor to quality of life for residents, one of the focus areas of the 2024/25 goals.

Summary

Providing the highest quality mentoring and educational services has always been the hallmark of our chapter. We are committed to work closely with the City of Pismo Beach to support local businesses.

As our motto states, SCORE will be there for the life of your business.
