PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #12.B

SUBJECT/TITLE:

UPDATE ON CAPITAL PROJECT TIMELINES
RECOMMENDATION:

No action recommended; for information only.

BACKGROUND:

The City's Engineering Division consists of five full-time staff members: the Director of Public Works/City Engineer, Senior Engineer, Engineer, Engineering Technician, and Management Analyst. Recently both the City’s Engineering Technician and Engineer who have both been with the City for more than 10 years have left to work at other local agencies. This has left a gap in the Engineering Division and reduced the ability to deliver projects in a way the Council has been accustomed to.

With only the Management Analyst, Senior Engineer, and Director of Public Works to deliver capital projects, perform inspections, perform plan reviews, and address the needs of the public, adjustments will need to be made to the project delivery schedule. Staff has given priority to projects currently under construction, or out to bid, however projects that are out to bid can still be delayed, should the City Council wish to advance other projects.

Projects Under Construction
2022-23 Paving Project – Staff is enlisting the help of consultants to perform nearly all of the project management function for this project. Completion of this project is anticipated in fall of 2024.

Ocean Boulevard Coastal Access Improvement Project – This project is nearly complete and staff has enlisted the help of consultants to close out the project. Completion of this project is anticipated in late June/early July 2023.

Wastewater Treatment Plant Improvements Project – This project has been placed on hold until the Engineering Division is fully staffed.

Chapman Estate ADA Restroom Remodel & Addition – This project has been awarded, however construction has not yet begun. Staff has enlisted the help of consultants to perform project management for this project. Anticipated completion in late fall 2023 pending material lead times for doors and flooring.

North Shell Beach Road Storm Drain Repair – Due to the short construction time and complexity of the project, staff will continue to manage this project.

Projects in Design
Central Coast Blue – Due to the complexities and priority of this project, staff will continue to focus on this project.

12.B-1Council Agenda 5-16-2023

New Groundwater Production Well – The design portion of this project takes very little staff time, and the project will not be constructed until the Engineering Division is fully staffed.

Charles Street and Bello Street Reservoirs Improvement Project – This project has been put on hold until the Engineering Division is fully staffed.

Public Safety Facility – Due to the complexities and priority of the project, staff continues to focus on the design phase of this project, however staff is considering using consultants for the majority of the project management functions.

Police/Parking Annex Building – Staff is continuing to focus on this project during the design phase, however depending on the construction schedule staff may enlist consultants to manage the construction phase of the project. 330 Main Street – Staff is continuing to manage this project.

James Way Beautification Project – The design team is making final revisions to the plans and specifications and staff anticipates that the project will be ready to bid the first week of July. Staff does not have the capacity to complete this project concurrently with the other high priority projects. To keep this project moving forward, staff would need to issue a Request for Proposals (RFP) to procure a consultant to perform project management duties, or other projects will need to be delayed.

Chumash Park and Palisades Park – Bids for the construction of this project are due on May 19, 2023. Staff does not have the capacity to complete this project and the other high-priority projects. Staff can perform some of the project management for this project, however staff would not be able to work on other capital projects. As an option, the City could choose not to award a contract at this time, or as an alternative issue an RFP to procure a consultant to perform project management duties.

Spyglass Dog Park – Staff recommends putting this project on hold until the Engineering Division is fulling staffed.

Price Historical Park Event Green – Staff recommends putting this project on hold until the Engineering Division is fulling staffed.

Pier Avenue Stairs Closure – Staff has been informed by FEMA that removing the stairs now could jeopardize emergency funding. Therefore, staff has put this project on hold.

Hinds Avenue/Oceanview Avenue Pedestrian Path – Staff recommends putting this project on hold until the Engineering Division is fulling staffed.

Bello Street and Price Canyon Road Signal – The design of this project has minimal impact on staff time, staff recommends that this project continue as planned.

12.B-2Council Agenda 5-16-2023

Shell Beach Road Parking Lot – A draft report has been received on this project and staff is able to keep this project moving forward through the conceptual phase and does not anticipate the project being ready for construction before the division is fully staffed.

Addie Street Restroom Replacement – This project is still in the early design phase and should not be impacted by current staffing levels. Staff has met with a design consultant on site and is waiting on a cost proposal for restroom planning and complete plans, specifications and estimate package to get the project bid ready.

Cliff Avenue/Ocean Boulevard Strom Drain Repair – Staff is enlisting the help of consultants to work alongside the Engineering Management Analyst to continue to progress this project based on federal funding requirements and current level of design complete.

Chapman Estate Window Replacement – Staff recommends putting this project on hold until the Engineering Division is fulling staffed.

Toucan Terrace Sewer Trestle Rehabilitation – Staff recommends putting this project on hold until the Engineering Division is fulling staffed.

Bello Bridge Trail Continuation – Staff recommends putting this project on hold until the Engineering Division is fulling staffed.

Park Sign Replacement Project – Staff recommends putting this project on hold until the Engineering Division is fulling staffed.

Ventana Drive Tennis/Pickle Ball Courts Project – Staff recommends putting this project on hold until the Engineering Division is fulling staffed.

FISCAL IMPACT:

There is no direct fiscal impact associated with this report, however should Council direct staff to hire more consultants to keep high priority projects moving forward there will be a fiscal impact, the magnitude of which is unknown at this time.

ALTERNATIVES:

1. Provide additional direction to staff.
