Agenda Item #12.A
SUBJECT/TITLE:

ADOPTION OF BIENNIAL BUDGETS FOR THE CITY OF PISMO BEACH FOR FISCAL YEAR 2024 AND FISCAL YEAR 2025: JULY 1, 2023 THROUGH JUNE 30, 2025 RECOMMENDATION:

Adopt a Resolution adopting biennial budgets for the City of Pismo Beach for Fiscal Year 2024 and Fiscal Year 2025: July 1, 2023 through June 30, 2025.

BACKGROUND:

Beginning in October 2022, the City Council began efforts to solicit the community’s input to help shape the Council’s goals for the upcoming Fiscal Year (FY) 2024 and FY 2025 budgets. The Council received input through the City’s goal-setting outreach program called “Pismo Voice,” including flyers in all utility bills; social media, and other online notifications such as Facebook, Next Door, Notify Me, online survey/Pismo Voice platform, and feedback through the City’s website. After receiving the community’s ideas, the Council heard an informational item on January 17, 2023 to discuss the status of the current goals. On February 3, 2023, the Council took the consolidated results collected from the community outreach efforts and established five City Goals. These goals are listed below.

Major City Goals
Community Character and Quality of Life for Residents. Build on the strength of our local community to preserve the City’s “Classic California” charm and ensure an exceptional quality of life for residents.
Maintain a Focus on Public Safety. Focus on providing resources toward ensuring the safety of the community.
Water Supply, Conservation, and Central Coast Blue. Sustain the City's water supply by completing Central Coast Blue and pursuing access to new, high-quality and reliable water sources; promoting conservation; and conducting public outreach and education.
Traffic, Circulation, and Parking. Improve traffic flow and parking assets to meet the needs of current and future residents and visitors.
Housing and Homelessness. Support regional efforts to address housing needs and homelessness.

City staff developed work plan budget items to implement the City’s goals as well as other important initiatives to improve services to the public and improve the City’s infrastructure.

On April 25, 2023, the City Council conducted a public budget workshop to review the City’s proposed budgets for FY 2024 and FY 2025 and receive public comment. At this Council Agenda 6-6-2023 12.A-1

meeting, staff presented key highlights for the next two fiscal years, work plan budget requests, and capital project requests. Council affirmed the City’s fiscal policies, position changes, vehicle replacements, an updated cost allocation plan, and provided direction to staff on the work plan budget items.

On May 11, 2023, the Council held a Special Budget Workshop meeting on the proposed biennial budgets for FYs 2024 and 2025. At this meeting, staff presented a summary of the proposed budgets and work plans to the Council, and the Council heard public comments and outside agency funding requests. Council provided direction for the final budgets, which are presented below.

Proposed Budget Summary
The FY 2024 and FY 2025 Proposed Budgets present a balanced budget, with revenues sufficient to cover normal operations (or base level) and proposed ongoing City goals and other initiatives (or work plan) expenditures. The baseline budget is a continuation of all current services and contracts without any changes to staffing levels, contract costs beyond normal cost increases, program enhancements, or capital projects. The City goals and other initiatives represent all revenues and expenditures over the baseline budget.

These City goals and other initiatives include measures to implement the City’s goals, investments in the City’s future for Water Supply, Conservation and Central Coast Blue; Public Safety; Traffic, Circulation, and Parking; and Community Character and Quality of Life for Residents. These items include several capital projects, program enhancements, and increased contributions to contingency funds, replacement funds, and General Fund reserves.

The following tables depict the FY 2024 and FY 2025 Proposed Budgets, all net of transfers.

The Proposed Two-Year Budget is Balanced
The FY 2024 Proposed budget for all funds, net of transfers between funds, includes a total of $57.56 million in revenues and $56.70 million in operating and capital budget for a net $863 thousand million more revenues than expenditures. The operating budget is balanced with a $10.96 million net operating surplus. The $10.10 million of expenditures that exceed revenues are for one-time capital projects that the City will support from accumulated fund balances.

The FY 2025 Proposed budget for all funds, net of transfers between funds, includes a total of $57.56 million in revenues and $53.58 million in operating and capital budget for a net $3.98 million more revenues than expenditures. The operating budget is balanced with a $9.73 million net operating surplus. The $5.74 million of expenditures that exceed revenues are for one-time capital projects that the City will support from accumulated fund balances.

City Goals and Other Important Initiatives
The proposed budget makes significant contributions to the City’s goals and other initiatives citywide. These contributions are listed in the attached City Goals and Other Initiatives items (Attachment 2). The amounts of recommended above-base items that are ongoing in nature and include enhancing service levels and address Council priorities, net of transfers, are $754,525 in FY 2024 and $894,905 in FY 2025. improvement projects that address critical infrastructure needs and other City goals, net of transfers, total $10,244,290 in FY 2024 and $5,560,300 in FY 2025.

Contributions to Outside Agencies
The proposed budget includes contributions to various non-profit entities. These contributions are one-time in nature and are considered by the Council after the City’s budget is balanced and there are additional resources available for these purposes. On May 11, 2023, the City Council directed staff to include funding to support $105,200 of contributions, including $77,500 from the General Fund, $12,000 from the Lodging Business Improvement District Fund, and $15,700 from the Housing In Lieu Fee Fund.

Increases to City Reserves
In addition to supporting baseline operations, funding City goals, and supporting other important initiatives, the proposed budget continues to increase reserves.

Contributions to Reserves
The General Fund Reserve is maintained at 25% of General Fund budgeted operating expenditures. As such, the proposed budget includes an additional $247 thousand in FY 2024 and an additional $168 thousand in FY 2025 from the General Fund unassigned fund balance to contribute to the General Fund Reserve. The City’s Fiscal Policy to maintain a contingency reserve of 1% of budgeted General Fund operating expenditures to support unanticipated items that may occur during the budget years is fully funded. Due to several large capital projects that could experience cost overruns, the contingency budget in the proposed budget is increased to approximately 2.5% of budgeted General Fund operating expenditures in FY 2024 and 3.0% in FY 2025, reflecting a total of $1.00 million each year. The Risk Management Reserve for unanticipated risk management costs is fully funded and maintained at $250 thousand.
The proposed budgets maintain the $500 thousand City Facility Reserve. The proposed budget includes setting aside $2.0 million in FY 2024 and FY 2025 of the General Fund unassigned fund balance for a Budget Stabilization Set-Aside. This set-aside allows the City to manage a potential economic downturn by drawing down from the set-aside.
The proposed budget also includes setting aside $1.0 million in FY 2024 and FY 2025 of the General Fund unassigned fund balance for a prepayment to CalPERS to reduce the City’s unfunded pension liability. This set-aside allows the City to manage and reduce the City’s costly unfunded accrued liability by reducing the 7.0% interest costs. The proposed budget adds a TOT 1% set-aside for the Public Safety Facility project, representing the cumulative TOT 1% from FY 2023 through FY 2025, reflecting a $4.35 million set-aside. This set-aside could be used to support the pay-as-you-go portion of the proposed Public Safety Facility project.

Council Agenda 6-6-2023 12.A-4

Position Changes
The FY 2024 and FY 2025 Proposed Budget includes the new job specifications for Engineering Manager, Lead Police Records Technician, Executive Assistant, Executive Assistant Confidential (Attachments 1.B through 1.E) and an updated Combined Salary Schedule effective July 3, 2023 (Attachment 1.F). The Engineering Manager is the expert-level designation in the Engineering Department that can be designated as the Acting Director of Public Works during the Director’s absence and maintain departmental needs and ongoing City projects without interruption. The Lead Police Records Technician will be the advanced journey-level classification, handling high-level records functions and exercising technical and functional direction over assigned support staff.

The Executive Assistant position is being distinguished into separate general and confidential classifications. By making this distinction, any employee in the Executive Assistant General classification will be a represented member of the Service Employees International Union (SEIU) Bargaining Unit, and the Executive Assistant Confidential classification will be exclusive to the City Manager’s Office and have a non-represented designation due to the sensitive nature of the department. The combined salary schedule has been updated to reflect these changes.

Staff recommends that Council adopt a Resolution (Attachment 1) adopting biennial budgets for the Pismo Beach City Council for FY 2024 and FY 2025: July 1, 2023 through June 30, 2025.

CLASS CHARACTERISTICS
Assistant Engineer: This is the entry-level class in the professional engineering series. Initially under close supervision, incumbents with basic engineering experience perform professional and technical engineering work in current and advanced engineering activities. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform most of the duties required of the positions at the Engineer level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods.

Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

Engineer: This is the journey-level class in the professional engineering series. Incumbents are expected to perform the full range of professional and technical engineering work in all of the following areas: City capital improvement and other public works projects, land development, traffic engineering, public works infrastructure, and daily departmental operations, in addition to providing project management and administration. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class may supervise the Assistant Engineer. This class is distinguished from the Senior Engineer in that the latter is the full supervisory-level class in the series and has ultimate responsibility for organizing, assigning, supervising, and reviewing all work of all staff involved in a major area of the Engineering Division.

Senior Engineer: This is the advanced journey-level class in the professional engineering series with responsibilities spanning the entire spectrum of the engineering function, with a primary emphasis on Attachment 1.B
