PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #12.B
SUBJECT/TITLE:

PUBLIC SAFETY FACILITY EXTERIOR FAÇADE OPTIONS
RECOMMENDATION:

Receive an update for the Public Safety Facility Project, including exterior façade options, and provide direction.

BACKGROUND:

At its May 2, 2023 meeting, the City Council provided direction to proceed with the Public Safety Facility project and requested additional information on various exterior façade elements, in addition to requesting additional cost saving strategies to reduce the overall cost of the project and refining the scope to maximize the utilization of square footage.

Staff worked in good faith with the Design Build Entity (DBE) team from F&H Construction and LDA Architects to meet the direction of the City Council. Staff were able to further negotiate the cost of the project through value engineering. There remain three exterior façade decisions for City Council direction. These decisions are necessary to complete the cost negotiations and bring forward an award of contract for the project, which is tentatively scheduled for the June 20, 2023 City Council meeting.

The three façade areas are as follows: selection of brick treatments for the exterior of building, façade treatments for the fire station, and the methods to “soften” the second floor of the proposed Police Station.

Exterior Brick
The original schoolhouse building incorporated the use of brick that was mined in the local area. While the building is not listed on a historical register, it is of historical importance to the community. The City Council previously provided direction to both incorporate the existing brick façade into the new Public Safety Facility, and also to preserve the façade to the greatest extent possible.

The DBE team was able to conduct additional inspection of the existing brick to determine the viability of reusing these materials for the façade. While the team’s original proposal incorporated the brick façade as part of the structural component of the new building, an alternative approach of cleaning and repurposing the brick as a façade option is now possible.

The City Council has three options to consider as it relates to the exterior brick: 1) reuse the existing brick from the site as a veneer; 2) use new full brick veneer that would be tumbled and treated to mimic the existing brick; or 3) use a thin brick veneer (approximately ¾” thick) that would be tumbled and treated to mimic the existing brick.

12.B-1Council Agenda 6-6-2023

All three options would utilize the brick as a veneer and not be a structural element of the façade. This would ensure the longevity of the building and result in an overall cost savings to the project. All three options represent an estimated cost savings of approximately $550,000, with only a difference in savings of $7,000, therefore staff does not believe that in this case cost should be a significant determinant of selection.

It should be noted that the intent and instructions to the DBE are to preserve the terra cotta archway, mosaic tile, and pendant above the main entrance. As a precaution, molds will be taken of all elements, so that in the unlikely event that any element is not able to be saved, it can be reproduced.

Façade Options for Fire Station
At the March 29, 2023, Council meeting, the DBE team presented three options for the exterior façade of the Fire Station. The three façade options are shown in Attachment 1.

The three options show various façade options for the entrance to the lobby of the Fire Station. Option 1 has a stepped façade that is consistent with the Police Station entrance and pays homage to the original schoolhouse by utilizing a brick wainscotting and protruding entrance. Option 2 has a flat façade to the building, while continuing to incorporate elements of the Police Station. Option 3 is a full brick façade on a flat building, more closely resembling Option 2.

Police Station Second Floor
The proposed design for the second floor of the Police Station utilizes a more efficient use of space and reduces unnecessary hallways. This does, however, result in a wider exterior elevation. Based on the feedback staff received during the last Council Meeting, the design team proposed an alternative option that softens the visual impact of the second floor through use of different materials and colors to blend the second floor, thereby focusing on the brick façade of the first floor as the dominant feature.

The original renderings and an alternative option are shown in Attachment 2.

Recommendation and Next Steps
Staff recommends that the City Council provide direction to staff on the exterior façade options outline above.

FISCAL IMPACT:

The fiscal impact of the Public Safety project is currently estimated at $53,000,000, including the various types of costs:

The fiscal impact of the various options would be additional costs or savings compared to this current estimate. If the Council chooses one or more of the aforementioned options, the cost would increase or decrease accordingly. Staff will continue to negotiate the final costs for the options selected by the City Council with the DBE.

ALTERNATIVES:

1. Request more information from staff.
