PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #12.D
SUBJECT/TITLE:

DIRECTION ON BELLO STREET AND PRICE CANYON ROAD INTERSECTION RECOMMENDATION:

Accept the Technical Memorandum prepared for the Bello Street at Price Canyon Road Intersection Alternative Analysis and direct staff to move forward with design of the project plans and specifications, and preparation of the construction bid documents, for a project at the intersection.

BACKGROUND:

The intersection of Price Canyon Road and Bello Street (Intersection) is a busy intersection, and the amount of traffic on Price Canyon Road can make it difficult for vehicles on Bello Street to either cross or turn left onto Price Canyon Road. Price Canyon Road is a critical regional link between Pismo Beach and San Luis Obispo that provides access to agriculture, the airport, oil production, manufacturing, and residential areas between the two cities. The route is also heavily used by regional commuting traffic from south San Luis Obispo County and northern Santa Barbara County to San Luis Obispo.

The City’s most recent traffic study, conducted in 2022, states that over 1,000 vehicles per hour utilize this intersection during peak travel times.

With the completion of the nearby Bello Street Bridge, which reconnected the eastern end of Bello Street to Frady Lane, providing access to the City’s corporation yard, sports complex, and through access to the southernmost portions of Pismo Beach, the intersection has seen an increase in traffic and in anticipation of this potential growth in traffic, the 10-year Capital Improvement Plan and Fiscal Year 2022 budget included a project to signalize the intersection of Bello Street and Price Canyon Road.

On August 2, 2022 the City Council approved a contract with Quincy Engineering, now Consor North America, Inc. (Consor), for professional engineering services for the design of the Bello Street and Price Canyon Road Signalization project.

The first phase of the design included a Technical Memorandum to ensure a potential traffic signal meets the required warrants for installation, provide the City with potential alternatives and a cost option for each alternative and to identify any potential challenges which may be encountered during construction.

Council Agenda 6-6-2023 12.D-1

The full Draft Technical Memorandum (Attachment 1) can be downloaded from the Access Pismo1 public records portal, by scanning the QR Code to the right, or obtained by request from the City Clerk’s Office. An excerpt from the memorandum, showing conceptual alternatives and renderings for potential intersection configurations, is provided for reference as Attachment 2. The Draft Technical Memorandum looked at the following options for traffic control at the Intersection:
Traffic Signal
Peanut Roundabout
Dual Mini Roundabouts
Traffic Signal
This configuration would closely align with the existing intersection configuration with minor improvements for pedestrian, bicycle, and ADA accessibility. The traffic signal would provide positive control for Bello Street users compared to the existing stop- controlled movements that require users to accept a gap in the Price Canyon Road cross traffic.

Peanut Roundabout
Due to the acute angles of the intersection’s legs and existing intersection geometry a conventional roundabout will likely not be feasible. This configuration provides simplicity and safety but may require out-of-direction travel for travelers needing to make a left-turn from Price Canyon Road onto Bello Street. The peanut roundabout would encourage drivers to reduce speeds and allow bicycles to navigate through the intersection at safer comparable speeds. This roundabout would have a larger footprint compared to the signalized alternative that is better able to be adapted to the constrained site location.

Dual Mini Roundabout
Closely spaced roundabouts can offer movement advantages that a peanut shaped roundabout cannot. At the Bello Street and Price Canyon Road intersection, a dual mini roundabout configuration may allow drivers to turn left onto Bello Street without the out- of-direction travel required by a peanut configuration. This may be beneficial for drivers turning left from Price Canyon Road but result in additional delays for drivers moving through the intersection along Price Canyon Road. This roundabout would have a larger footprint compared to the signalized alternative that is better able to be adapted to the constrained site location. If this configuration were selected, additional operational analysis may be warranted to evaluate delay implications along Price Canyon Road.

Construction Logistics
All of the alternatives presented in the report would likely require permanent property acquisition along the southern leg of Bello Street from one of the adjacent parcels. All of the alternatives will also require adjustments to Southern California Gas and PG&E facilities.

Cost Estimates and Timing
Planning level estimates concluded that the Traffic Signal Option will have a probable cost of approximately $1.8 million, while either of the roundabout options would have a probable cost of approximately $2.7 million. It is estimated that full bid documents will take approximately 14 months to complete. The traffic signal option will take approximately 6 months to complete and the roundabout options will take approximately 12 months to complete. The roundabout option construction schedule could possibly be reduced to approximately 8 months, by closing the Bello Street sides of the intersection during construction, but this option is not recommended by staff.

Conclusion and Recommendation
Because most of the traffic traveling on Price Canyon Road is regional in nature, staff recommends that the City Council direct staff to move forward with design of the project plans and specifications and preparation of the construction bid documents, and continue to pursue regional/outside funding for construction. Staff has already been working with the San Luis Obispo Council of Governments (SLOCOG) on possible funding sources for construction.

FISCAL IMPACT:

There is no fiscal impact associated with receiving this report. The FY 2023 budget includes $600,000 to complete the project. The current project costs are shown below.

Bello/Price Canyon Signalization Budget $600,000
Consor contract $291,000
Remaining Budget $309,000
Based on the estimated costs provided in the Draft Technical Memorandum, there is a budget shortfall associated with the construction of each option. The actual construction cost will not be known until Council provides direction, and the project has been advertised and bids are received for the project. Once the project has been bid, staff will return to Council at that time to award the project and request additional funds if needed.

ALTERNATIVES:

1. Provide staff with direction on how to proceed.
