Budget
• FY 2024 & FY 2025 Proposed Budgets: The City Manager, Administrative Services Director, and Executive Team staff presented the FY 2024 & FY 2025 Proposed Budget to the City Council, including reviewing the overall budget, the General Fund budget, reserves, City Goals, and Other Initiatives. Council gave staff direction on the budget, which will come back to Council on June 6, 2023 as a high level budget resolution that appropriates the revenues and expenditures in total by Fund.
Projects
• Central Coast Blue:
o Administrative Services Directors from all three Central Coast Blue agencies met this week to go over the financial provisions associated with borrowing WIFIA loan funds and preparing for the upcoming credit agency presentation. The Directors were able to come to consensus on the major financial provisions to help limit each city’s liability in the event that one partner agency does not pay their full share of the debt service or operating & maintenance costs.
o WSC provided updated cost estimates for CCB. With that information, finance staff have been meeting with the City’s water and wastewater rate study consultant to see how the updated costs, additional operating and capital reserve, and debt service payments will impact the City’s rates.

Administration/Vegetation Management
• CAL FIRE is working with Ranchers behind City Hall to look at a burn window for the 1000 Hills Burn. This burn will help better protect Pismo and Edna from a fast-moving Wildland Fire. CAL FIRE is projecting a burn day of June 15th. CAL FIRE’s PIO’s will make notifications 3 days and the day prior to the burn.
Weather will need to line up to push the smoke towards Lopez Lake. • The See Canyon fuel break is wrapping up. The brush cutting has exhausted the grant funding and now signs will go up for Temporary Refuge Areas. This fuel break will allow for safer response and evacuations of the area. The break will also provide an opportunity to be used as a control line to help keep a fire out of Shell Beach and Avila.
• The new Self-Contained Breathing Apparatus have been put into service. This model is NFPA compliant and is compatible with other surrounding agencies May 2023 Activity Report

especially if an emergency occurs in a structure where breathing air needs to be shared.
• Fire Department worked with County Parks to mow Cave Landing and Ontario Ridge. This work will help keep fires contained to the Cove area and reduce fire risk around the Critical Communication’s Site on the hilltop and the homes on Bluffs Dr & El Portal.
Lifeguards/Junior Lifeguard Program
• Pismo Beach returning lifeguard training has started. This is a great opportunity to review last season’s highs and lows and set the tone for the new incoming lifeguards. The Lead Lifeguard academy has concluded, we were happy to provide a great opportunity for new lead lifeguards to learn from some of our seasoned staff.
