PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #9.H
SUBJECT/TITLE:

AUTHORIZATION OF A LOCAL COASTAL PROGRAM LOCAL ASSISTANCE GRANT

APPLICATION TO THE CALIFORNIA COASTAL COMMISSION
RECOMMENDATION:

Adopt a Resolution authorizing the submission of a grant application for, and receipt of, up to $500,000 in funding to assist in updating the City’s Local Coastal Program from the California Coastal Commission.

BACKGROUND:

The Budget Act of 2021 provides up to $31 million to support the Coastal Commission’s LCP Local Assistance Grant Program, which awards grants to local governments to support coastal resiliency and updates to Local Coastal Programs (LCPs). An LCP is a planning document mandated by the Local Coastal Act of 1976 that acts as a companion to the City’s General Plan and addresses issues related specifically to planning concerns in coastal areas. In October 2021 and November 2022, in conjunction with additional LCP Grant Program updates, the Coastal Commission approved a non-competitive grant application process by which grant proposals for up to $500,000 could be approved on a rolling basis. Funds may be used for developing and amending LCPs and for projects that are designed to assist local governments in assessing impacts and planning for coastal resiliency.

The City was previously awarded $85,000 and $170,000 as part of the CCC Round 6 grant funding. To date, the City has received 100% of the grant funding. These funds have assisted in the development of the City’s Draft LCP, including a draft unified zoning code along with various studies to support the LCP. Should this new application be successful, the funding would be utilized primarily to complete the review, adoption and Coastal Commission certification of the City’s Zoning Code / Implementation Plan, as well as for the processing of the General Plan / Land Use Plan through the Coastal Commission certification process.

Conclusion and Recommendation
Staff recommends that the City Council adopt a Resolution (Attachment 1) authorizing the submission of the grant funding request in an amount not to exceed $500,000. This amount would recapture costs associated with staff and consultant time devoted to the project for approximately the next two years, depending on the time necessary to process the LCP through the Coastal Commission certification process.

FISCAL IMPACT:

If this application is successful, the City would receive up to $500,000 in new grant funds, which would be utilized to complete the current LCP update that has funding accounted for in the upcoming two-year budget.
