Addendum and the provision of accessibility compliance for the National Environmental Policy Act documentation.
Conclusion and Recommendation
Staff recommends the Council adopt a Resolution (Attachment 1) authorizing the City Manager to execute Amendment #8 (Attachment 1.A) to the existing Rincon contract to allow Rincon to move forward with the environmental permitting processes for Central Coast Blue.
FISCAL IMPACT:
The fiscal impact of the attached Resolution is $10,308 in additional expenditures and corresponding reimbursements for a net fiscal impact of $0 for the Central Coast Blue Project. The City of Pismo Beach has entered into cost sharing agreements with the Cities of Arroyo Grande and Grover Beach for these agencies to cover these additional Central Coast Blue costs, each supporting 50% of the costs of this amendment, as part of the cost sharing for the project. The agreements call for the City of Pismo Beach to pay for the project using the City’s existing budget in the Water and Wastewater Enterprise Funds, and that the Cities of Arroyo Grande and Grover Beach would promptly reimburse the City for the related costs of this contract amendment.
ALTERNATIVES:
1. Do not approve Amendment #8; provide staff with direction on how to proceed.

Subject: Additional Services Request for the Central Coast Blue Project, Oceano, California Dear Mr. Fine:
Rincon Consultants, Inc. (Rincon) is presenting this additional services request to cover two out-of-scope tasks – the completion of preliminary hydrogeologic analysis in support of the EIR Addendum and the provision of accessibility compliance for the National Environmental Policy Act documentation – related to Tasks 12 and 16 of our current scope of work for the Central Coast Blue project (PO 0000000352).
Preliminary Hydrogeologic Analysis
In support of the EIR Addendum, Rincon completed preliminary hydrogeologic calculations/modeling related to construction dewatering at the Advanced Water Purification Facility site and its potential effects to surface water bodies. This task required approximately 10 hours of senior and principal staff time for completing the modeling, discussing results with the program management/engineering team, and incorporating management recommendations into the EIR Addendum.
Accessibility Compliance
Since initiation of our current scope of work, United States Bureau of Reclamation staff have indicated the Draft Environmental Assessment and Finding of No Significant Impact will be required to meet the Web Content Accessibility Guidelines (WCAG) standards under Section 508 of the Rehabilitation Act of 1973. Therefore, under this additional scope of work, Rincon’s Accessibility Manager will produce digital PDFs of these two deliverables that meet WCAG standards to achieve Section 508 compliance. This additional scope of work incorporates the following assumptions:
▪The Draft Environmental Assessment will not exceed 100 pages in length (inclusive of appendices). ▪The Finding of No Significant Impact will not exceed six pages in length. ▪No edits will be requested on the deliverables after PDF remediation is completed. If edits are requested, additional scope and budget will be required due to the need to repeat PDF remediation for WCAG compliance.
The total cost for these expenditures is $10,308.00, which would bring our total contract value to $460,528.90.
We look forward to continuing to support this important project.
