SUBJECT/TITLE:
NOTICE OF COMPLETION FOR THE NORTH SHELL BEACH ROAD STORM DRAIN
REPAIR PROJECT
RECOMMENDATION:
1. Accept the North Shell Beach Road Storm Drain Repair Project as complete;
2. Authorize the City Manager to sign, and the City Clerk to record, a Notice of Completion for the Project.
BACKGROUND:
On January 17, 2023 City Council awarded a contract to American Enviro Services, Inc. (American Enviro) for the North Shell Beach Road Storm Drain Repair Project. The project included repair of a failed storm drain that occurred during the January 2017 winter storms.
On April 25, 2023 City Council authorized a change order for additional work to be completed under a Work Directive on a time and material basis. The work was completed on time and the final cost was $71,824.43 less than the approved not-to-exceed amount.
Conclusion and Recommendation
American Enviro has completed the contracted services and the North Shell Beach Road Storm Drain Repair Project has been completed in accordance with the plans, specifications, and contract documents. Staff recommends that the City Council accept the project as complete and authorize the Notice of Completion (Attachment 1) to be recorded at the County Clerk’s office.
FISCAL IMPACT:
There is no direct fiscal impact associated with this report.
ALTERNATIVES:
1. Since American Enviro has completed its contractual obligation, the only option recommended is for City Council to approve the Notice of Completion.

NOTICE OF COMPLETION AND ACCEPTANCE
FOR NORTH SHELL BEACH ROAD STORM DRAIN REPAIR PROJECT
NOTICE IS HEREBY GIVEN by the City of Pismo Beach in the County of San Luis Obispo, State of California, as follows:
1. That on the 18
th of July 2023, the project hereunder described was considered completed and accepted by the City Council of the City of Pismo Beach.
2. That the description of said project is the construction of storm drain repairs, for the City of Pismo Beach.
3. That the name of the political subdivision controlling said project, and the owner of the land upon which the project was constructed, is the City of Pismo Beach, in the County of San Luis Obispo, State of California, whose address is 760 Mattie Road, Pismo Beach, CA 93449.
4. That the name of the owner/contractor on said project is American Enviro Services, Inc., 15513 Chateau Montelena Drive, Bakersfield, CA 93314.
5. The name of the Surety on the project is Travelers Casualty and Surety Company of America, One Tower Square, Hartford, CT 06183.
