PISMO BEACH CITY COUNCIL STAFF REPORT
Agenda Item #9.F
SUBJECT/TITLE:
SEACLIFF DRIVE, BELLO STREET, AND MAIN STREET RED CURB
RECOMMENDATION:
Adopt a Resolution authorizing the installation of red curb on Seacliff Drive, Bello Street, and Main Street.
BACKGROUND:
Staff recommends the installation of red curb to limit parking in three locations within the City:
Location 1, Main Street – From the Northeastern property line of 330 Main Street extending southeast approximately 90 feet to the driveway of the City-owned parking lot located on parcel APN 005-078-008.
Location 2a, Bello Street – Approximately 60 feet along the property frontage of 900 Bello Street, which includes the driveway apron.
Location 2b, Bello Street – Approximately 12 feet to the west of the eastern driveway of the Bello Veterans’ Hall, located at 780 Bello Street. Location 3, Seacliff Drive – From Shell Beach Road, approximately 105 feet to the south.
Typically, the installation of red curb is reviewed by the Traffic Safety Committee (TSC) and/or the Parking Advisory Committee (PAC), however in these cases, the proposed red curb is either needed for operational purposes or required due to insufficient space for parking. Both the TSC and PAC were notified that staff would be recommending the installation of red curb at the locations listed above and there were no objections.
Locations 1, 2a, 2b and 3
The red curb at locations 1, 2a, 2b and 3 are to facilitate police and fire operations during the temporary relocation of their facilities during the construction of the new Public Safety Facility. This curb would be painted red and stenciled in white “Emergency Vehicles Only” to allow both police and fire vehicles to utilize these parking spaces, while restricting the public from blocking them. While staff is seeking direction from the City Council now, the red curb will not be installed until such time as it is needed for police and fire access and will be removed once the new Public Safety Facility is completed. These locations are shown in Figures 1, 2 and 3.

Location 3
The Housing Authority of San Luis Obispo (HASLO) is currently constructing affordable housing at 2655 Shell Beach Road. As part of the public improvements for this project, a portion of missing sidewalk was installed connecting the sidewalk on Shell Beach Road to the intersection of Seacliff Drive and the fire access road to Spyglass Park, shown in Figure 4. Due to the existing topography, there was a need to construct the sidewalk in part of the existing shoulder, which is why a portion of Seacliff Drive requires a no-parking zone.

Authority
Pismo Beach Municipal Code Section 10.08.010, Resolutions for parking, standing or stopping, states, “The City Council may by resolution prohibit or restrict the stopping, standing or parking on streets, highways, city parking lots or public areas (weather improved or unimproved) within the city, or any portion thereof, during all or certain hours of the day. No such resolution shall apply until signs or markings giving adequate notice thereof have been placed by the public services department.” Conclusion and Recommendation
Staff recommends that the City Council adopt a Resolution (Attachment 1) restricting parking on a portion Seacliff Drive, as shown in this staff report due to a lack of space for on street parking, and restricting parking, except for emergency vehicles at two locations on Bello Street and one location on Main Street as shown in this staff report, to facilitate police and fire operations.
FISCAL IMPACT:
The installation of red curb and signage is expected to cost less than $500 and will be paid for out of the Public Works operations budget.
ALTERNATIVES:
1. Do not adopt the Resolution; provide staff with direction on how to proceed.
