Re: Proposal Addendum for Planning Services
Dear Mr. Downing,
Exhibit A
It has been a pleasure working with you and your staff at the City's Planning Division. UPC was hired by the City to assist with a variety of tasks including an update to the General Plan and Local Coastal Program (GP/LCP). In addition to project manager duties for the GP/LCP we have assisted with other projects including a General Plan Annual Report, Short -Term Rental Ordinances, Parking Management Plan, and CDBG funding.
To date significant progress has been made on the GP/LCP with a complete draft currently moving through the public hearing process. A draft zoning code (ZC) has been completed as well as the public hearing draft Environmental Impact Report (EIR).
In addition to work on the General Plan / Local Coastal Program, UPC has been responsible for obtaining and managing the following grants :
• Coastal Commission - $500,000.00
• Coastal Commission - $170,000.00
• SB2 Planning Grant - $160,000.00
• Local Early Action Planning (LEAP) - $65,000.00
We recently worked with Coastal Commission staff to obtain a grant in the amount up to $500,000.00 to assist with the local public hearing process for the GP/LCP, study sessions and public hearings for the proposed zoning code update as well as processing the LCP/ZC through the Coastal Commission.
Services
Urban Planning Concepts will continue to provide the following services for the overall project management for the GP/LCP and Zoning Code / Coastal Implementation Plan including but not limited to:
• Edit documents as needed based on public and decisionmaker feedback. • Attend and present projects at Planning Commission and/or City Council study sessions and public hearings. We anticipate after the the General Plan is approved there will be several study sessions on the zoning code, prior to public hearings. • Produce meeting notes and memorandums based on decisionmaker comments. • Produce staff reports and prepare powerpoint presentations.

Cost Estimate
We propose a not to exceed budget of $177,600. This budget will provide for an average of 20 hours of dedicated planning services per week at $185 per hour for the next twelve months. This reflects a reduced rate based on our appreciation of our working relationship.
We have greatly enjoyed our working relationship and look forward to continued opportunities. Please contact me if you have any questions or would like additional information.
