I suggest an alternative Price Street parking arrangement of back in diagonal parking at the curb on both sides with bike lanes and then driving lanes in the center and no median divider which will allow for one way traffic management in the event of an emergency.
Back in diagonal parking will be confusing initially but produces traffic issues similar to but less than parallel parking with the added advantage of not opening a door into the bike lane and good visibility when pulling out into traffic. Putting the two driving lanes in the center with no divider solves the problem of imperfectly parked cars in the diagonal slots causing emergency vehicles to back up.
