PISMO BEACH CITY COUNCIL STAFF REPORT
Agenda Item #9.H
SUBJECT/TITLE:

TRAFFIC SAFETY COMMITTEE RECOMMENDATIONS TO CITY COUNCIL RECOMMENDATION:

1. Receive a report on the items considered at the most recent Traffic Safety Committee meeting;

2. Adopt a Resolution authorizing the installation of red curb and “No Parking” signs on Indio Drive and corresponding update to the Striping Atlas.

BACKGROUND:

The Traffic Safety Committee (TSC) met on October 12, 2023, and the following summary outlines the results of the meeting. The Public Works Department will implement the TSC recommendations, unless otherwise directed by the City Council.

Item 1 – Shell Beach Road Path Extension
The TSC reviewed and discussed the proposed Shell Beach Road path extension.

TSC Recommendation
Two options were presented, one showing the path on the ocean side and the other showing the path on the inland side of Shell Beach Road. The TSC recommends locating the path on the ocean side of Shell Beach Road and investigating a curb for a buffered bike lane. Staff will present a more detailed explanation of the options, including the TSC recommendation, and seek Council direction, under a separate report at tonight’s meeting.

Item 2 – Red Curb on Indio Drive
The TSC discussed a request from a resident to install red curb on Indio Drive at the entrance to South Palisades Park.

TSC Recommendation
TSC reviewed the location of the request and determined that in addition to red curb at the entrance to the park, the curb along the dead-end barricade should also be painted red. Staff recommends that instead of painting the curb along the barricade red that “No Parking” signs be installed instead. Staff recommends that the City Council approve the TSC’s recommendation, replacing red curb along the barricade with “No Parking” signs by adoption of a Resolution (Attachment 1). An exhibit is provided as Attachment 1.A.

Item 3 – Commercial Vehicle Parking on Ocean Boulevard
The TSC discussed a request from a resident to review commercial vehicle parking on Ocean Boulevard in front of 2028 Ocean Boulevard.

9.H-1Council Agenda 11-7-2023

TSC Recommendation
The committee recommends the City work directly with the local business to ensure parking is in compliance with regulations and to work with the homeowners. No action is required by City Council.

Item 4 – Signage on Price Canyon Road
The TSC discussed a request from a resident to install “Slow Down” signs on Price Canyon Road for vehicles entering the City limits.

TSC Recommendation
The committee recommends this be reviewed with the Bello and Price Canyon Signalization Project. No action is required by City Council.

Conclusion and Recommendation
Staff recommends the City Council adopt a Resolution (Attachment 1) authorizing the painting of red curb on Indio Drive as shown in Attachment 1.A.

FISCAL IMPACT:

There is no fiscal impact associated with receiving this report or implementing the Committee’s recommendation.

ALTERNATIVES:

1. Do not adopt the Resolution; provide alternative direction to staff.
