PISMO BEACH CITY COUNCIL STAFF REPORT
Agenda Item #9.I
SUBJECT/TITLE:

PROPOSITION 68 PER CAPITA PROGRAM GRANT FUNDING PASS-THROUGH TO

TEMPLETON COMMUNITY SERVICES DISTRICT
RECOMMENDATION:

Adopt a Resolution authorizing an amendment to Contract No. C9801608 with the State of California to allow the pass through of the City of Pismo Beach Per Capita Grant Fund allocation.

BACKGROUND:

In September of 2020, the City Council authorized the application for state grant funding utilizing the Proposition 68 (Prop 68) Per Capita Program. That round of Prop 68 funding was available to local governments on a per capita basis for local park rehabilitation, creation and improvements. The City of Pismo Beach was eligible for $177,952 in grant funds and intended to use those funds to supplement the project budget for the Dinosaur Caves Park and Price Historical Park Restroom project.

Staff completed the application process and executed Contract No. C9801608 with the State of California in August of 2021. The grant was conditionally approved pending the completion of a 30-year deed restriction on each of the parks. Staff had some concerns regarding possible effects the deed restrictions could have on financing options for future projects such as Central Coast Blue or the Public Safety Facility. After discussions with the City Manager and other staff members, it was decided not to move forward with the deed restrictions, and staff withdrew the application for the Prop 68 funds.

In early October of 2023 the State reached out regarding an opportunity to pass the City’s funds through to another agency within the County. Templeton Community Services District (CSD) is currently seeking additional funds for one of their current projects. In order to complete the pass-through, the State requires a Resolution from each agency’s governing body be completed. Once completed, amendments to each agency’s contract will be executed to move the funds.

Conclusion and Recommendation
Staff recommends the City Council adopt a Resolution (Attachment 1) authorizing an amendment to Contract No. C9801608 with the State of California to allow the pass- through of Per Capita funds to Templeton CSD.

FISCAL IMPACT:

There is no fiscal impact associated with the subject Resolution. Because the contract process was not completed, the grant funds were never appropriated.
