PISMO BEACH CITY COUNCIL STAFF REPORT
Agenda Item # 9.M
SUBJECT/TITLE:

AMENDMENT OF THE CITY’S CLASSIFICATION PLAN TO INCLUDE AN UPDATED

JOB SPECIFICATION FOR ASSISTANT CITY MANAGER AND CREATING A

CAPITAL PROJECTS MANAGER SPECIFICATION, AND APPROVING A REVISED

COMBINED SALARY SCHEDULE
RECOMMENDATION:

Adopt a Resolution amending the City’s Classification Plan to include an updated existing classification, creating a new job specification, and revising the combined salary schedule.

BACKGROUND:

Assistant City Manager
The City Council recently appointed the Assistant City Manager to serve as City Manager, leaving a vacancy to fill. The Assistant City Manager is responsible for the functional areas of Human Resources, City Clerk, Communications, Legislative Affairs, and Risk Management. To enhance the service delivery to the community, the City Manager is recommending a modification to the duties and responsibilities of the Assistant City Manager to include oversight of Public Works, Community Development, and the Fire Services contract.

To maintain separation and reduce compaction, a modification of salary for the Assistant City Manager is required. The Assistant City Manager would be proposed to be at Salary Range 65, which would provide a 5% salary separation from the Director of Public Works/City Engineer.

Capital Projects Manager
The Engineering Division has had two vacancies for almost five months. Nationwide, there is a shortage of engineers as the private sector can provide compensation packages that exceed the compensation that can be offered by public sector agencies. The Public Works Department and Human Resources have evaluated the current engineering classification series to determine how to best fill the vacancies given recruitment challenges. While a Professional Engineer, licensed by the State of California, has previously performed many of the functions of project management, it is not the only model to effectively and efficiently deliver services. An alternative model of having a qualified Capital Projects Manager that has relevant work experience provide many services, and having an engineer oversee those limited areas where a Professional Engineer must approve changes to plans, would meet the needs of the City. Therefore, staff recommends that a new job classification, Capital Projects Manager, be created as an alternative tool to fill the current vacancies.

Council Agenda 11-7-2023 9.M-1

While this new classification is not within the engineering series, it is related to the duties of capital project management, inspection, and permit issuance. The model of having a non-engineer perform these types of duties is common in the private sector and is also growing in utilization among surrounding public jurisdictions to meet service needs. Due to the nature of work, independent oversight, and project management, it is recommended that this classification, if approved, be assigned to the Non-Represented Full-Time Employees Resolution, and placed on the Combined Salary Schedule at Range

38. Staff intends to recruit for a total of two vacancies from within the engineering series and the new Capital Project Manager position and does not intend to increase the total number of employees.

Combined Salary Schedule
CalPERS regulations require that any modification or addition to salaries shall be adopted by the governing body, combined into a single document, and posted publicly on the agency’s website for public view. To comply with this provision, staff recommends revising the combined salary to reflect the updated salary for the Assistant City Manager, and the addition of the Capital Projects Manager classification.

Conclusion and Recommendation
Staff recommends that the City Council adopt a Resolution (Attachment 1) amending the City’s Classification Plan to include approval of an updated Assistant City Manager classification, creating a new Capital Projects Manager job specification, and revising the combined salary schedule.

FISCAL IMPACT:

There is no direct fiscal impact associated with this report. There is sufficient funding with the respective department budgets to support the new and updated position classifications.
