PISMO BEACH CITY COUNCIL STAFF REPORT
Agenda Item #9.K
SUBJECT/TITLE:
APPOINTMENT OF ALTERNATE DIRECTOR TO THE CENTRAL COAST BLUE
REGIONAL RECYCLED WATER AUTHORITY BOARD OF DIRECTORS
RECOMMENDATION:
Appoint Mayor Pro Tem Reiss to serve as the City’s Alternate Director on the Central Coast Blue Regional Recycled Water Authority Board of Directors.
BACKGROUND:
The Central Coast Blue Regional Recycled Water Authority (CCBRRWA) was formed under a joint exercise of powers agreement (JEPA) executed by the cities of Arroyo Grande, Grover Beach, and Pismo Beach in September 2022. The Authority is governed by a Board of Directors; in accordance with the JEPA, each city will appoint, from its City Council, a Primary Director and Alternate Director to represent the city on the Board.
The Mayor serves as the City’s Primary Director, but to date no Alternate Director has been appointed.
Conclusion and Recommendation
In order to comply with the requirements of the CCBRRWA JEPA, staff recommends that the City Council appoint an Alternate Director to represent the City on the CCBRRWA Board. As the Mayor Pro Tempore traditionally serves as the alternate to the Mayor in many contexts, staff recommends that the Mayor Pro Tempore serve as the Alternate Director.
FISCAL IMPACT:
There is no impact to the adopted budget from appointment of an Alternate Director.
ALTERNATIVES:
1. Appoint a different City Council Member to serve as Alternate Director.
