PISMO BEACH COUNCIL AGENDA REPORT
Agenda Item #12.B
SUBJECT/TITLE:
BUDGET ADJUSTMENTS FOR FISCAL YEARS 2024 AND 2025
RECOMMENDATION:
Adopt a Resolution approving and appropriating budget adjustments for Fiscal Years 2024 and 2025.
EXECUTIVE SUMMARY:
The City of Pismo Beach operates on a two-year budget cycle, which allows for long-term planning, coordination of multi-year capital projects, and efficiency of staff time as budget preparation only occurs every other year. To maintain accuracy of the budget and update the City’s financial plan, it is important to review and revise it periodically (i.e., every six months) to ensure the budget reflects current revenues received and operating costs and trends. The purpose of this agenda item is to provide an opportunity for the City Council to review, approve, and/or make changes to staff’s recommended mid-year budget adjustments for Fiscal Years (FY) 2024 and 2025, via adoption of a Resolution provided as Attachment 1.
The FY 2024 and FY 2025 proposed mid-year budget adjustments reflect: the 2012 Wastewater Enterprise Fund bond redemption, revenue adjustments, technical corrections, operating costs, workforce development, Information Technology (IT) allocations, a funding source change, and project savings. The net fiscal impact of approving all these changes across all funds is a net additional cost of $3,058,737.16 in FY 2024 and net cost savings of $273,279.50 in FY 2025. Table 1 below illustrates the net fiscal impact for each category and fiscal year, where negative amounts reflect additional costs or reduced revenues, and positive amounts reflect reduced costs or additional revenues.

2012 Wastewater Bond Redemption
The following proposed budget adjustments reflect the budget transactions necessary to reflect the Series 2012 Wastewater refunding revenue bond redemption. On October 17, 2023, the City Council adopted Resolution R-2023-078 to redeem these bonds effective November 1, 2023. This transaction includes paying off $3,320,000 of the outstanding principal balance plus debt service interest costs. The net fiscal impact of the 2021 Wastewater bond redemption proposed budget adjustment is a net additional cost of $2,926,660 in FY 2024 and ongoing savings of $393,638 in FY 2025 compared to budget.
Table 2 below illustrates the net fiscal impact of the proposed budget adjustments by fund.

Technical Corrections
The following proposed budget adjustments include technical corrections in FY 2024 and FY 2025. The most significant item is a one-time move of the $1,000,000 Housing in Lieu Fee Fund budget for the 2655 Shell Beach Road affordable housing project from FY 2023 to FY 2024. The other adjustments reflect reallocating the internet portion of the phone budget to the internet account and revising the internet budget to account for updated costs. The net fiscal impact across all funds is an additional cost of $1,006,392 in FY 2024 and $6,392 FY 2024. Table 3 below illustrates the net fiscal impact of the proposed changes by fund.
Table 3: Proposed Budget Adjustments for Technical Corrections
Revenue Adjustments
The following proposed one-time budget adjustments reflect updating revenue budgets based on updated projections in FY 2024 transient occupancy tax (TOT), Lodging Business Improvement District (LBID) assessment revenues, Local Transportation Fund revenues, and legal settlement revenues. The net fiscal impact across all funds for these revenue adjustments is a net reduction of revenues compared to budget by $892,728 in FY 2024. Table 4 below illustrates the net fiscal impact of the proposed budget adjustments by fund, followed by a brief description of the major changes.

Table 4: Proposed Budget Adjustments for Revenue Adjustments
Projected TOT revenue adjustment: Anticipating a decrease in Transient Occupancy Tax (TOT) revenues based on the FY 2024 First Quarter Financial Status Report, staff projects a $790,000 shortfall in comparison to the budget. This reduction is attributed to lower room rates, decreased occupancy, and an expected rainy winter. To address this, staff recommends Council de-appropriate $790,000 from the TOT revenue budget in the General Fund.
LBID Assessment revenue adjustment: The Lodging Business Improvement District (LBID) Fund’s assessment revenues, mirroring the trends in TOT revenues, account for 1% of gross room rental revenues. In light of this correlation, staff recommends that the City Council de-appropriate $269,000 of LBID Assessment revenues in FY 2024 in the LBID Fund.
LBID Assessment Revenues for Physical Improvements: LBID Fund assessment revenues for physical improvements represents another 1% assessment on gross room rental revenues to support various visitor-serving improvements, following the same trend as TOT revenues. As such, staff recommends that the Council de- appropriate $269,000 of LBID assessment revenues for physical improvements in FY 2024.
Legal settlement revenues: Legal settlement revenues are non-recurring funds tied to the resolution of legal matters. In FY 2024, two recent settlements have been reached, with $400,000 attributed to the Pismo Beach Self-Storage matter and $175,000 related to the Shell Beach Streetscape project. To accurately account for these settlements, staff recommends appropriating $575,000 in revenues within the General Fund.
Local Transportation Fund revenues: In light of revised projections from the San Luis Obispo Council of Governments (SLOCOG), the City is anticipated to receive an Fund Title Description

In response to this one-time reduction, staff recommends that the Council modifies the FY 2024 LTF budget by reducing it by $89,728 to accurately reflect the updated revenue estimate.
Operating Costs
The subsequent proposed budget adjustments reflect various projected additional operating costs in FY 2024 and FY 2025. The net fiscal impact across all funds is a net additional cost of $192,722 in FY 2024 and $109,466 in FY 2025. Wastewater air vacs and saddles replacement: Allocate $30,000 in both FY 2024 and FY 2025 from the Wastewater Enterprise Fund to address critical failures in air vacs and saddles due to pipe metal degradation. This one-time investment aims to prevent potential sewage spills by fully replacing air vacs and saddles across the entire line that were installed simultaneously.
Police Radio Encryption Upgrade: Invest $28,800 in FY 2024 to encrypt the Police radio channel and reprogram all Police radios as part of a mandatory upgrade project with the County. This initiative includes acquiring Police encryption licenses and keys, reprogramming existing radios, implementing encryption for parking staff's new radios, and providing new radios with encryption for Public Works field staff and the City Clerk, who serves as the City's Emergency Operations Center representative. City-Wide Tree Trimming Services: Add $25,000 in FY 2024 and $10,000 in FY 2025 for tree trimming services City-wide.
Police Watchguard Body Camera Cloud Storage Solution: Invest $17,667 in FY 2024 and $24,000 in FY 2025 for the Police Watchguard Body camera cloud storage solution. This includes a one-time $6,000 cost to implement the cloud storage solution, $10,500 in FY 2024 and $18,000 for a full year in FY 2025 of ongoing internet increased internet bandwidth costs, and $1,167 in FY 2024 and $6,000 in FY 2025 for ongoing license and support fees.
Adopt-a-Bench Program: Add $15,000 for Adopt-a-Bench program expenditures and corresponding revenues to purchase new and replacement benches. Parks Equipment: Add $12,000 in FY 2024 for the purchase of gas-powered equipment weed eaters, blowers, and other equipment for the City’s Parks activity. Veterans Hall Interior Painting: Add $10,000 in FY 2024 to paint the interior of the Pismo Beach Bello Street Veterans Hall to address damage on the interior of the building.
Pier Plaza Parking Lot Bollard Replacement: Add $9,500 in FY 2024 to replace the bollards in the Pier Plaza parking lot, ensuring safety and functionality.
Workforce Development
The following proposed budget adjustments include workforce development costs in FY 2024 and FY 2025, including a net additional cost of $29,000 in FY 2024 and $7,500 in FY 2025. Table 6 below illustrates the net fiscal impact of the proposed changes by fund, followed by a brief description of the proposed adjustments.
Council Agenda 12-5-2023 12.B-6
Table 6: Proposed Budget Adjustments for Workforce Development Public Works Facilities Division Workforce Development: Incorporate an additional $4,000 in FY 2024 and $2,500 in FY 2025 into the General Fund budget for mandatory Class B license training, Facilities Manager training, and attendance at a management conference, enhancing the skill set and knowledge base of the Public Works Facilities team.
Public Works safety boot allowance: Allocate an extra $5,000 in both FY 2024 and FY 2025 within the budget to cover the safety boot allowance for Public Works staff. This adjustment accounts for updated costs associated with boots and related materials, ensuring that employees have the necessary safety gear. City-wide Software training: Increase the Technology Services Fund by $20,000 beyond the existing training budget to facilitate professional, citywide software training for all departments. Given technological advancements and staff turnover, it is imperative to periodically train employees on the latest software programs, including Microsoft Office 365, Adobe Acrobat, and Laserfiche, which are integral to the efficient functioning of most City operations.
IT Cost Allocation
The subsequent proposed budget adjustments reflect allocating costs budgeted in the Technology Services Fund to all the other City funds. For any proposed budget adjustments that impact the Technology Services Fund, these costs are allocated to other funds based on the type of expenditure. The fiscal impact across all funds is $0, and the impact to each fund is illustrated in Table 7.

The following proposed budget adjustments reflect shifting $18,536 of General Fund support of the Paving project to the Gas Tax Fund. This modification aligns with the projection of additional funds available in the Gas Tax Fund, specifically the Senate Bill 1 Road Maintenance and Rehabilitation Account, earmarked for road maintenance and rehabilitation. These adjustments result in a corresponding increase of $18,536 in the Gas Tax Fund expenditure budget and a parallel reduction in the General Fund expenditure budget, inclusive of related transfers between funds, for FY 2024, as detailed in Table 8.

Project Savings
The following proposed budget adjustments reflect various one-time project adjustments to existing projects to reflect cost savings from completing and deferring projects. The largest project de-appropriations are in the Parking Enterprise Fund, including $1,198,916.28 from the Parking Garage/Parking Inventory project and $750,000 from the Parking property paving project. Staff recommends de-appropriating these costs as these projects are delayed due to the use of $4.00 million from the Parking Enterprise Fund to support the Public Safety Facility. Table 9 below illustrates the net fiscal impact of the proposed changes by fund.
Table 9: Proposed Budget Adjustments for Project Savings
Conclusion and Recommendation
Staff recommends that the City Council adopt a Resolution (Attachment 1) approving and appropriating budget adjustments for FY 2024 and FY 2025.
FISCAL IMPACT:
The net fiscal impact of approving the attached Resolution (Attachments 1) across all funds is net additional costs of $3,058,737.16 in FY 2024 and net cost savings of $273,279.50 in FY 2025. All funds have sufficient fund balances to support the one-time costs and net operating surpluses sufficient to support the ongoing costs.
