TITLE:
Public Hearing to Receive Community Requests and Recommendations on the County of San Luis Obispo 2024 Action Plan, Including Community Development Block Grant Funds
RECOMMENDATION:
Adopt a Resolution making final recommendations to the County of San Luis Obispo for inclusion in the 2024 Action Plan for Community Development Block Grant funding.
DISCUSSION:
The purpose of this public hearing is for the Council to provide the public with an opportunity to comment on the Urban County of San Luis Obispo 2024-2026 Consolidated Plan (Plan) that includes the 2024 Action Plan for Community Development Block Grant (CDBG) funding. The draft Plan may be downloaded from the County of San Luis Obispo Community Development Department webpage1.
To comply with federal Department of Housing and Urban Development (HUD) requirements, the County prepares the Plan, which identifies funding policies and objectives for the annual allocations of HUD grant programs, including the CDBG program.
On December 5, 2023, the City Council adopted Resolution R-2023-094 making its draft recommendation to the Board of Supervisors for the use of the City’s 2024 CDBG funds, estimated at $33,396. These funds include $4,341 for County administrative costs, for a net amount available estimated to be $29,055 (including the City’s administrative costs of $2,338). This number must be considered an estimate because HUD has not released the final 2024 allocation amounts. The County will make the appropriate adjustments once the final amount is received. The Council’s recommendation consisted of $5,009 being allocated to the 5 Cities Homeless Coalition (5CHC) for the Homeless Prevention, Rapid Re-Housing, and Subsistence Payments program and $21,708 to the Community Action Partnership of San Luis Obispo County (CAPSLO) for the Minor Home Repair program. The City will also provide the allocated administrative funds in the amount of $2,338 to CAPSLO bringing their total funding to $24,046.00.

Revise draft recommended funding amounts, then adopt the Resolution.
Conclusion and Recommendation
In accordance with the City’s commitment to participating in the Urban Counties Program, staff recommends that the City Council hold a public hearing to give the community the opportunity to speak on the Plan and the 2024 Action Plan and then adopt a Resolution (Attachment 1) confirming its final recommendation for use of the funds.
FISCAL IMPACT:
There is no fiscal impact associated with staff’s recommendation. CDBG funding is not received by, or expended by, the City, therefore it has no effect on the City’s budget. The total estimated amount of CDBG funding is estimated to be $33,396 and includes $4,341 for County administrative costs and $2,338 for City administrative costs. The City will provide its administrative costs to CAPSLO for the Minor Home Repair program.

RESOLUTION NO. R-2024-XXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH,
CALIFORNIA MAKING FINAL RECOMMENDATIONS TO THE COUNTY OF SAN LUIS OBISPO URBAN COUNTY’S 2024 ACTION PLAN FOR COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDING
WHEREAS, on July 11, 2023, the City of Pismo Beach entered into a Cooperative Agreement with the County of San Luis Obispo to implement the Housing and Community Development Act of 1974 federal legislation relating to housing and community development activities administered by the Department of Housing and Urban Development; and
WHEREAS, on December 5, 2023, the City Council of the City of Pismo Beach held a duly-noticed public hearing and considered testimony for the allocation of Community Development Block Grant (CDBG) funds for inclusion in the San Luis Obispo County Draft 2024 Action Plan, adopted Resolution R-2023-094 making its draft recommendations and forwarded those draft recommendations to the County Board of Supervisors; and WHEREAS, on March 5, 2024, the City Council of the City of Pismo Beach in a duly- noticed public hearing considered testimony for the allocation of Community Development Block Grant funds for inclusion in the County of San Luis Obispo 2024 Action Plan.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pismo Beach hereby recommends the County of San Luis Obispo include the following programs for funding in the 2024 Action plan:
1.5 Cities Homeless Coalition's San Luis Obispo County Rapid Re- Housing/Homeless Prevention: $5,009.00
2.Community Action Partnership of San Luis Obispo County, lnc.'s Minor Home Repair: $24,046.00, inclusive of the City’s allocated administrative funds
BE IT FURTHER RESOLVED that the City Council of the City of Pismo Beach hereby authorizes the City Manager to forward the above recommendations to the County of San Luis Obispo and make minor revisions to funding amounts for the 2024 CDBG Program if the City’s actual CDBG allocation is different than expected.
