PISMO BEACH CITY COUNCIL STAFF REPORT
Agenda Item #12.B
Meeting Date: March 19, 2024
TITLE:

Shell Beach Road Multi-Use Path Extension Project Report Equivalent RECOMMENDATION:

1. Adopt a Resolution approving the Project Report Equivalent for the Shell Beach Road Multi-Use Path Extension Project.

2.Provide staff with direction on how to proceed with the design and funding plan for the Shell Beach Road Multi-Use Path.

DISCUSSION:

On June 28, 2023, the California Transportation Commission (CTC) awarded San Luis Obispo Council of Governments (SLOCOG) $65 million from the Trade Corridor Enhancement Program (TCEP) for the Five Cities Multimodal Transportation Network Enhancement Project. The TCEP award includes funding to construct the US 101 southbound managed lane project, as well as $508,000 to design and $3.6 million to construct the Shell Beach Road Shared Use Path Extension project from Avila Beach Drive to Spyglass Drive. In order to allocate grant funds for the Shell Beach Road Multi- Use Path Extension project, the City must approve a Project Report Equivalent (PRE) and execute a Baseline Agreement with SLCOOG, Caltrans, and the CTC, which provides assurances the project will be fully funded through construction with no additional TCEP funds.

SLOCOG and the Wallace Group presented the initial conceptual design of the Shell Beach Road Path Extension project to the City Council on November 7, 2023. The design and construction costs for the project exceed the currently available funding. The Wallace Group has prepared variations of the design to help reduce construction costs and SLOCOG will present a funding plan to help address the construction cost increases and seeks support for future local funding contributions to ensure grant funding remains secured.

Conclusion and Recommendation
Staff recommends the City Council adopt a Resolution (Attachment 1) approving the Project Report Equivalent (Attachment 2, provided online only due to file size) for the Shell Beach Road Multi-Use Path project. Staff also recommends City Council discuss the design variations and funding plan and provide feedback on how to proceed.

FISCAL IMPACT:

There is no direct fiscal impact associated with adopting the proposed Resolution; however, any funding shortfalls must be addressed by the city and SLOCOG, as the CTC will provide no additional funding beyond the grant award.
