RESOLUTION NO. R-2024-019
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH,
CALIFORNIA AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH OLYMPUS AND ASSOCIATES, INC. FOR CONSTRUCTION OF THE TOUCAN TERRACE PIPELINE RECOATING PROJECT IN THE AMOUNT OF $163,000 WHEREAS, the Toucan Terrace Pipeline Recoating Project consists of rehabilitation of the existing coatings of the aboveground portion of the City’s existing sewer trestle located across the Toucan Terrace HOA open space property; and WHEREAS, in March of 2023 the project was advertised for construction bids; however, no bids were received; and
WHEREAS, based on the Public Contract Code, staff attempted to negotiate directly with contractors in order to secure a construction contract; and WHEREAS, in February 2024, staff issued an informal bid to all licensed C-33 contractors on the City’s bidder’s list and obtained two bids ranging from $163,000 to $191,000; and WHEREAS, the apparent low bidder is Olympus and Associates, Inc. with a bid of $163,000.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pismo Beach hereby authorizes the City Manager to enter into a contract with Olympus in the amount of $163,000 for construction of the Toucan Terrace Pipeline Recoating Project (cost proposal provided as Exhibit A).
UPON MOTION OF Council Member Newton, seconded by Mayor Pro Tem Reiss, the foregoing resolution was adopted by the City Council of the City of Pismo Beach this 19th day of March 2024, by the following vote:

Dear Mr. Haas,
Thank you for giving us the opportunity to provide you with a proposal for the Toucan Terrace Pipeline Reciting. Below is an outline of our scope of work and pricing we are proposing:
Scope of Work:
•Erect scaffolding for safe access to pipeline
•Install tarps for collection of dust debris and paint chips •Pressure wash using 3500 psi all surfaces of the pipe
•SP2/SP3 Hand and power tool cleaning areas of the pipe where coating is flaking, peeling, and/or delaminating
•Application of a spot prime using Sherwin Williams Macropoxy 5000 on areas where bare metal is present
•Application of a full intermediate coat using Sherwin Williams Epoxy Mastic Aluminum II to all surfaces
•Application of a full finish coat using Sherwin Williams Hi-Solids Polyurethane to all surfaces, finish color to be Carboline K349 New Leaf
Our bid includes scaffolding, 24 hour surveillance cameral, labor, material, and equipment.
In order to eliminate the chance of graffiti by use of scaffolding, we are recommending that the work be continuous on a 7 day schedule. It is our assumption this work will take approximately 21-28 days to complete.
Total proposed price: $163,000.00
This includes prevailing wage (overtime included for weekend work), subsistence pay, scaffolding, tarp installation, surface preparation and coating.
