A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH, CALIFORNIA AUTHORIZING THE MAYOR TO EXECUTE AMENDMENT #1 TO THE
EMPLOYMENT AGREEMENT BETWEEN THE CITY OF PISMO BEACH AND CITY MANAGER JORGE E. GARCIA AND APPROVING REVISED COMBINED SALARY
SCHEDULES
WHEREAS, the City Council recently concluded a performance evaluation for the City Manager during a publicly noticed Closed Session on March 13, 2026; and
WHEREAS, following the performance evaluation, the City Manager proposed an amendment to the City Manager’s existing Employment Agreement dated October 3, 2023; and
WHEREAS, the proposed amendment to the City Manager employment agreement will increase the salary paid to the City Manager by five percent retroactively to March 9, 2026; increase the deferred compensation amount contributed annually by the City on behalf of the City Manager into a 401(a) account; and modify termination and severance provisions under the agreement.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pismo Beach hereby authorizes the Mayor to execute Amendment #1 to the Employment Agreement between the City of Pismo Beach and Jorge E. Garcia, in substantially the form attached to staff’s report dated April 7, 2026.
BE IT FURTHER RESOLVED that the City Council of the City of Pismo Beach hereby approves revised combined salary schedules, in substantially the form attached to staff’s report dated April 7, 2026.
BE IT FINALLY RESOLVED that the City Council of the City of Pismo Beach hereby appropriates $4,263 in salaries and $962 in deferred compensation in FY 2026 and $14,269 in salaries and $3,731 in deferred compensation in FY 2027 in the General Fund City Manager's Office Division accounts to support this amendment.
UPON MOTION OF Council Member Newton, seconded by Council Member Guthrie, the foregoing resolution was adopted by the City Council of the City of Pismo Beach this 7th day of April 2026, by the following vote:
AYES: 4 Newton, Guthrie, Reiss, Waage
