Background
• The Shell Beach Design Guidelines (SBDG) were adopted in 2017 and apply to properties located between Cliff and Vista Del Mar. • The SBDG guide future residential, commercial, and mixed-use developments and give clear direction for the renovation and redevelopment of built areas within the community.
• Included within the SBDG are required standards and guidelines for roof forms and roof decks.
• Prior discussions in 2017-2018 included the potential for expanding SBDG citywide with specific guidelines for various areas and also to determine which guidelines would be appropriate for use in other neighborhoods.

Shell Beach Design Guidelines
• At the April 24, 2018 joint City Council and Planning Commission meeting, discussion included that SBDG has been used to apply to projects both within and outside the boundary area. Direction given to staff at that meeting was:

1. Identify the components of the existing SB Development Standards and Design Guidelines that may be applicable to development citywide, and

2. Use the identified standards and guidelines to formulate a Citywide Development Standards and Design Guidelines document; and return revised guidelines document to the Planning Commission for review and recommendation to Council, and

3. Address at a future juncture a comprehensive update to the guidelines that include roof decks, definition of porches, and garages, carports and "TY°F accessory structures.

Shell Beach Design Guidelines Roof Deck Policies • Upon reviewing the record, additional Council discussion/direction was found that provides direction to staff to incorporate citywide design guidelines for roof decks into the GP/LCP update. In addition, concurrence from Council was that staff not utilize SBDG outside Shell Beach as noted in the February 12, 2018 City Council goal setting workshop minutes.
• It appears that this is when staff determined to discontinue use of the SBDG outside Shell Beach. Roof deck standards from SBDG are only used to assist in review of roof deck designs outside of Shell Beach.

Zoning Code Updates
• Per direction received at the April 2018 joint meeting, staff did incorporate the Design Guidelines as part of the Zoning Code Update:
