PISMO BEACH CITY COUNCIL
Honorable Mayor and Council

1. Thank you for your consideration of this matter and for your willingness to consider Option B here, so that access to the Mankins Ranch property will not be prevented.

2. As you may know, our uncle, Leo Brisco, bought this property almost 100 years ago, and access along Ridge Road has been consistent for our family throughout that timeline. We have personally lived on the property and traveled down Ridge Road for the past 32 years, and it is the only viable and quick access to our homes (for our use or use by emergency personnel) in the event of a fire or other emergency.

3. If the City's purpose can be achieved through a no access easement followed by an access easement, we fully support that concept, but would hope that any terms proposed for the access easement would be reasonable.

4. We would at least want to make certain that owners and occupants of the Mankins Ranch property and their invitees could continue to access the property over Ridge Road as we have always done.

5. We would be willing to commit to maintaining the gate across the property to control future access, and to ensure that access through that gate would require keys or codes as currently in use.

6. If this Council or staff are considering any other restrictions or terms of the easement, we hope that we will have the opportunity to review and comment on any such terms.

Thank you for consideration of these comments.

Sincerely, The Mankins Family
Mankins Ranch
