CENTRAL COAST BLUE REGIONAL RECYCLED
WATER AUTHORITY BOARD OF DIRECTORS
STAFF REPORT
Agenda Item #12.D
Meeting Date: August 6, 2024
TITLE:
Mid-Cycle Budget Adjustments for Fiscal Years 2024 and 2025 RECOMMENDATION:
City Council:
Adopt a Resolution approving and appropriating budget adjustments for Fiscal Years 2024 and 2025.
Board of Directors of the Central Coast Blue Regional Recycled Water Authority:
Adopt a Resolution approving and appropriating budget adjustments for FY 2025.
EXECUTIVE SUMMARY:
The City of Pismo Beach operates on a two-year budget cycle, which allows for long-term planning, coordination of multi-year capital projects, and efficiency of staff time as budget preparation only occurs every other year. In order to maintain accuracy of the budget and update the City’s financial plan, it is important to review and revise it periodically (i.e., every six months) to ensure the budget reflects current revenues received and operating costs and trends. The purpose of this agenda item is to provide an opportunity for the City Council to review, approve, and/or make changes to staff’s recommended mid-cycle budget adjustments for Fiscal Years (FY) 2024 and 2025, via adoption of a Resolution provided as Attachment 1.
This Resolution also includes adding a new job specification for Community Service Technician (Attachment 1.B) and an updated Combined Salary Schedule effective August 12, 2024 (Attachment 1.C).
Finally, this agenda item provides an opportunity for the Board of Directors of the Central Coast Blue Regional Recycled Water Authority to review, approve, and/or make changes to staff’s recommended FY 2025 budget, via adoption of a Resolution provided as Attachment 2.
The FY 2024 and FY 2025 proposed mid-cycle budget adjustments reflect: revenue projections, project adjustments, operating costs, professional services, debt, new initiatives, Lodging Business Improvement District (LBID) improvements, shift funding, aligning budget to actual revenues and expenditures, and appropriating the FY 2025 budget for the Central Coast Blue Regional Recycled Water Authority (Central Coast Blue JPA). The net fiscal impact of approving all these changes across all funds is net expenditure savings of $1,327,704.77 in FY 2024 and net additional costs of Council Agenda 8-6-2024 12.D-1
$7,921,758.22 in FY 2025. Table 1 below illustrates the net fiscal impact for each category and fiscal year, where negative amounts reflect additional costs or reduced revenues, and positive amounts reflect reduced costs or additional revenues.
Table 1: Proposed Mid-Cycle Budget Adjustments Fiscal Impact by Category
Restoration of the General Fund Reserve
The City Council previously allocated $2.00 million from the General Fund Reserve to support the pay-as-you-go portion of the Public Safety Facility, ensuring sufficient unassigned balance to support the City’s other priorities. To maintain the General Fund Reserve at the required 25% of budgeted operating costs, replenishment is necessary over time.
After reviewing the FY 2024 and FY 2025 General Fund financial plan, staff recommends that the Council restore the $2.00 million used from the General Fund Reserve for the Public Safety Facility project. The City’s General Fund unassigned balance has sufficient funds to support this restoration. Therefore, this amount should be transferred back to the General Fund Reserve account from the unassigned fund balance.
Financial Impact of Approving All Proposed Mid-Cycle Budget Adjustments If all proposed budget amendments are approved, the General Fund unassigned fund balance is projected to end the year at $6.19 million in FY 2024 and $3.46 million in FY 2025. All other funds are projected to be balanced. Table 2 below is a summary of the FY 2023 actuals; the FY 2024 General Fund revised budget, projected actuals, and a variance comparing the budget to projected actuals; and the FY 2025 General Fund projected actuals.

Table 2: General Fund Budget Summary
The following sections describe the components of each category.
Revenue Projections
The following proposed budget adjustments reflect updated ongoing revenue projections compared to the budget for property tax, sales and use tax, transient occupancy tax (TOT), LBID assessment revenues, interest earnings, and development impact fee revenues transferred to the Water and Wastewater Enterprise Funds. The net fiscal impact is a net increase of revenues compared to budget of $814,277 in FY 2024 and a net reduction in revenues by $281,147 in FY 2025. Note that revenues still reflect year- over-year growth, but not as much as projected in the budget for FY 2025. Table 3 illustrates the net fiscal impact of the proposed budget adjustments by fund, followed by a brief description of the key adjustments.

Table 3: Proposed Budget Adjustments for Revenue Projections
The most notable proposed budget adjustment for revenues is a reduction in the FY 2025 TOT budget and corresponding LBID assessment revenues. The FY 2025 TOT and LBID assessment revenue budgets still reflect year-over-year growth, so this decrease reflects a slight increase over FY 2024 revenues. Interest earnings are projected to significantly exceed the budget as the City Treasurer is investing these funds in higher-earning short-term investments that are yielding more interest than projected in the budget.
Development Impact Fee revenues have accumulated over time in the Water and Wastewater Expansion Funds and based on spending for various projects, these funds can be transferred to the Water and Wastewater Funds to reimburse those funds.
Project Adjustments
The following proposed budget adjustments reflect various one-time project adjustments to existing projects to reflect additional project costs, cost savings from completing projects, deferring projects, and adjusting project funding. The net fiscal impact is a net additional cost compared to budget of $1,094,085.51 in FY 2024 and $3,215,000 in FY 2025. Table 4 illustrates the net fiscal impact of the proposed budget adjustments by fund, followed by a brief description of the key proposed adjustments.

Operating Costs
The subsequent proposed budget adjustments reflect various operating cost adjustments to reflect current operations based on existing agreements. The net fiscal impact is a net increase in costs across all funds compared to budget of $600,190.02 in FY 2024 and $2,424,110.00 in FY 2025. The most notable of these cost increases includes $900 thousand in FY 2024 and $1,082,573 in FY 2025 for litigation expenses in the Wastewater Enterprise Fund. In addition, this category includes carrying forward budget for vehicle purchases from FY 2024 to FY 2025 of $767,530.00 in the Motor Vehicle Fund. Increase in cleaning services: Based on additional scope of work to increase sidewalk cleaning services, expand cleaning services to include Shell Beach litter removal and cleaning services, and support cost of service increases, staff recommends that the Council appropriate $165,000.00 in the General Fund in both FY 2024 and FY 2025 to cover those agreements.
Debt Service Payments
The following proposed budget adjustments reflect appropriated debt service payments for the Public Safety Facility 2024 Lease Revenue Bonds in FY 2025 and removing expenditures associated with the 2012 Wastewater Bonds since these bonds were redeemed last year. Staff recommends supporting the $1.52 million Public Safety Facility bond debt service payment with $600 thousand from the Parking Enterprise Fund as outlined in the funding plan for this project, with the remaining portion funded by the General Fund. The FY 2025 debt service payment is for a partial year and future Public Safety Facility bond debt service payments will be closer to $2.38 million per year. The net fiscal impact is net additional costs compared to budget of $1,154,662.22 in FY 2025.

Details of all the proposed budget adjustments can be found in Exhibit A to Resolution:
Summary of Budget Adjustments by Fund and Fiscal Year for FY 2024 and FY 2025 (Attachment 2.A).
New Community Services Technician Position
The Proposed Budget includes the new job specification for Community Service Technician (Attachments 1.B) and an updated Combined Salary Schedule effective August 12, 2024 (Attachment 1.C). The Community Service Technician classification was consolidated from three part-time positions into one full-time position. By creating a full-time Community Service Technician position there will be consistent oversight for downtown municipal code violations, as well as the ability for additional duties including towing vehicles, writing reports, and booking property. The appointee in this position will be required to successfully complete a background check and a Field Training Program.
The combined salary schedule has been updated to reflect this change. Staff will come back to Council at a later date if additional personnel budget is needed.
Conclusion and Recommendation
Staff recommends that the City Council adopt a Resolution (Attachment 1) approving and appropriating budget adjustments for the City for FY 2024 and FY 2025.
Staff additionally recommends that the Board of Directors of the Central Coast Blue Regional Recycled Water Authority adopt a Resolution (Attachment 2) approving and appropriating budget adjustments for the Authority for FY 2025.
FISCAL IMPACT:
The net fiscal impact of approving the attached Resolution (Attachments 1) across all funds is net expenditure savings of $1,327,704.77 in FY 2024 and net additional costs of $7,921,758.22 in FY 2025. Excluding the Water and Wastewater Central Coast Blue JPA funds, the total fiscal impact is net expenditure savings of $1,327,704.77 in FY 2024 and net additional costs of $7,852,030.22 in FY 2025. The Central Coast Blue JPA has a net fiscal impact of additional costs of $69,728.00 in FY 2025. All funds have sufficient fund balances to support the one-time costs and net operating surpluses sufficient to support the ongoing costs.
