Agenda Item 12.E Chapman Estate Assessment
Thank you for performing an assessment of the Chapman Estate's physical condition.
This information is vital in planning the future of the City's role in managing the estate.
It was surprising to learn that the City of Pismo Beach has expended more than $2.2 million to date in operating, maintenance and capital expenses. Given the condition of roads and other items requiring attention like the closed Pier Ave. Stairs, the choice to spend our money on a mansion that is infrequently used does not seem to be the best decision.
The estimates for repairs of$6.8 million - $12.9 million certainly raise the question as to where these funds will come from. The City has put a measure on the November ballot to raise sales tax a half cent with the justification that we cannot afford to pave our streets. The future costs for the Chapman Estate are not within the City's current budget and I do not support my tax dollars being used to restore this property. I did not see other options presented for funding.
I expect that this is a beginning of a longer analysis of the costs, potential revenue, and perceived benefits of this facility. Therefore, I will state, as I have previously, that this facility is in a residential neighborhood and lacks a loading dock or any parking spaces. I will vigorously oppose any future efforts to revise the conditional use permit (CUP) to expand use even further to achieve the elusive goal of cost-neutral operations.
This is a complex issue and I appreciate you taking it on rather than to continue to make expenditures without a plan.
Regards,
Joanne Schultz
