PISMO BEACH CITY COUNCIL STAFF REPORT
Asyo sEP Agenda Item #12.A
Meeting Date: August 20, 2024
TITLE:
Emergency Operations Plan Update
RECOMMENDATION:
Adopt a Resolution approving an updated Emergency Operations Plan.
DISCUSSION:
The Emergency Operations Plan (EOP) is a document that outlines policies and procedures when responding to major disasters that could affect the health, safety, and property of the public with the city. The EOP plays a key role in guiding the City's response during various types of emergency scenarios. It is an extension of the County and State Emergency Plan and is written to be compliant with the National Incident Management System and the National Response Framework.
Specifically, the EOP provides an overview of how the City will prepare for, respond to and recover from emergencies that occur in the City. A summary of the contents of the EOP include Plan Introduction and Overview, Concept of Operations, Hazard Identification and Analysis, Disaster Management, Program Maintenance, and Authorities and References. Additionally, the EOP describes responses to the following types of major events:
• Earthquake • Nuclear Power Plant Emergency • Hazardous Materials Response Plan
• Multiple Casualty Incidents • Tsunami
Adverse Weather
• Transportation Emergency
• Fire • Utility Disruption
• Civil Disturbance — Terrorism — • Pandemic Active Shooter
Updated Emergency Operations Plan
Updating and maintaining the EOP is crucial for the City to protect lives, build capability and create a resilient community. Over the course of the past two years, staff has undertaken a thorough and comprehensive effort to update the City's EOP to reflect current operations, staffing, and best practices, and to account for contemporary emergency scenarios that were not covered in the 2010 plan, including:
1. Utility Disruption — Provides an overview of the City's approach to maintain the continuity of operations should a power, water, natural gas, sewer, or phone service outage occur.
Council Agenda 8-20-2024 12.A-1
2. Pandemic — The COVID-19 pandemic created the need to formalize the City response to manage pandemics that may occur in the future.
The updated Emergency Operations Plan (Attachment 2) is provided online only in the Access Pismo public records portal at www.pismobeach.orq/accesspismo1 due to file size; a copy may also be requested from the City Clerk's Office.
Future Updates
Looking forward, staff recommends that any experiences gained from emergency drills and exercises, actual emergencies, or lessons learned from other sources are incorporated into the EOP. As such, changes to the EOP, which do not result in changes to City Council approved policies, shall be made by the City's Police Chief and/or designee.
Any changes will be documented and reviewed to ensure that such changes are timely and responsive to the needs at that time. Additionally, all changes made to the EOP will be evaluated to ensure compliance with the County of Office of Emergency Services to verify uniformity with the San Luis Obispo County Emergency Operations Plan.
By approving the updated EOP and creating a process to update the EOP in the future, the City Council will ensure that the health, safety and property of the residents, businesses and guests will be mitigated moving forward.
Conclusion and Recommendation
Adopt a Resolution (Attachment 1) approving the updated Emergency Operations Plan.
