Agreement with GSI Water Solutions, Inc. for preparation of the Northern Cities Management Area Annual Monitoring Report; Related Budget Adjustments RECOMMENDATION:
Adopt a Resolution authorizing the City Manager to enter into a Professional Services Agreement with GSI Water Solutions, Inc. in the amount of $112,493 to manage the Northern Cities Management Area groundwater monitoring program and to prepare the NCMA Annual Monitoring Reports for 2024 through 2026; and appropriating related budget adjustments in Fiscal Year 2025.
DISCUSSION:
Due to a California Superior Court Ruling in 2008, the rights to the Santa Maria Groundwater Basin (SMGB) have been adjudicated to various agencies. Part of that ruling established three management areas, including the Northern Cities Management Area (NCMA), Nipomo Mesa Management Area (NMMA) and the Santa Maria Valley Management Area (SMVMA). The ruling also mandated that "a monitoring program be established in each of the three Management Areas to collect and analyze data regarding water supply and demand conditions," and an annual report be filed with the Court within 120 days after the end of each calendar year.
The NCMA is comprised of four agencies: the Cities of Arroyo Grande, Grover Beach, and Pismo Beach, and the Oceano Community Services District. Through the NCMA Technical Group (TG), comprised of representatives from each agency, the member agencies work together to manage the SMGB and meet the annual reporting requirements. In August 2024, the NCMA TG issued a Request for Proposals (RFP) to manage the NCMA groundwater monitoring program and to prepare the NCMA Annual Monitoring Reports for 2024 through 2026. Two proposals were received on September 13, 2024. The proposals were evaluated by a review panel and GSI Water Solutions, Inc. (GSI) was selected to perform the work based on the following:
• Personnel and Experience
• Schedule and Fee
• Understanding, Approach and Scope of Work
• Meeting Agency Needs
• Project Management
GSI's cost proposal is provided as Attachment 1.A.
