PISMO BEACH CITY COUNCIL STAFF REPORT
Asyo sEP Agenda Item #12.A
Meeting Date: December 3, 2024
TITLE:

Mid-Year Budget Adjustments for Fiscal Year 2025
RECOMMENDATION:

Adopt a Resolution approving and appropriating budget adjustments for Fiscal Year 2025.

EXECUTIVE SUMMARY:

The City of Pismo Beach operates on a two-year budget cycle, which allows for long-term planning, coordination of multi-year capital projects, and efficiency of staff time as budget preparation only occurs every other year. In order to maintain accuracy of the budget and update the City's financial plan, it is important to review and revise it periodically (i.e., every six months) to ensure the budget reflects current revenues received and operating costs and trends. The purpose of this agenda item is to provide an opportunity for the City Council to review, approve, and/or make changes to staff's recommended mid-year budget adjustments for Fiscal Year (FY) 2025, via adoption of a Resolution provided as Attachment 1.

The FY 2025 proposed mid-year budget adjustments reflect: revenue projections, operating budgets, project adjustments, deferred projects, and technical adjustments.

The net fiscal impact of approving all these changes across all funds is net ongoing expenditure savings of $13,989 and net one-time expenditure savings of $1,096,611.

Table 1 below illustrates the net ongoing or one-time fiscal impact for each category, where negative amounts reflect additional costs or reduced revenues, and positive amounts reflect reduced costs or additional revenues.

Financial Impact of Approving All Proposed Mid-Cycle Budget Adjustments If all the proposed budget adjustments are approved, the General Fund's unassigned fund balance is expected to close FY 2025 at $4.40 million. All other funds are projected to be balanced. Table 2 below is a summary of the FY 2025 General Fund revised budget, projected actuals, and a variance comparing the budget to projected actuals.

Revenue Projections
The following proposed budget adjustments reflect updated ongoing revenue projections compared to the budget for property tax, transient occupancy tax (TOT), and Lodging Business Improvement District (LBID) assessment revenues. In addition, this category includes one-time transfers from various development impact fee funds to the General Fund, Water Enterprise Fund, and Wastewater Enterprise Fund to support costs spent on various projects. The net fiscal impact is a net ongoing decrease of revenues compared to budget of $96,814. Table 3 illustrates the net fiscal impact of the proposed budget adjustments by fund, followed by a brief description of the key adjustments.

Subtotal Expenditures $ - $ 765,458.00 Net Fiscal Impact(Revenues-expenditures) $ (96,814.00) $ - • The most significant proposed revenue adjustment is a reduction of:
o $166 thousand in FY 2025 Transient Occupancy Tax (TOT) revenue, o $15 thousand for LBID assessment revenues, and
o $15 thousand for LBID2 assessment revenues.

This adjustment reflects a projected 1.0% decline in TOT revenues for the fiscal year, based on:
o a 2.4% decrease in actual TOT revenues during the first quarter compared to FY 2024, primarily driven by a 2.2% reduction in average daily room rates. o an anticipated 0.2% decline in revenues for the remaining three quarters of the fiscal year.

These projections account for current trends and provide a realistic adjustment to the budget.
• Development Impact Fee revenues have accumulated over time in the Development Impact Fee Fund as well as the Water and Wastewater Expansion Funds. Based on spending for various projects, these funds can be transferred to the General Fund and Water and Wastewater Funds to reimburse those funds.

Operating Budgets
The proposed operating budget adjustments outlined below represent updates to operating costs, reflecting current operations in accordance with existing agreements or revised projections. The net fiscal impact across all funds compared to budget is a net increase in ongoing revenues of $110,803 and a net increase in one-time costs of $206,000. Table 4 illustrates the net fiscal impact of the proposed budget adjustments by fund, followed by a brief description of the major changes.

The expenditures also include a depreciation expense from the pier. The Pier Enterprise Fund requires an additional ongoing $50,000 support from the General Fund to maintain a positive ending fund balance. Staff recommends that the Council appropriate an ongoing $50,000 from the General Fund to the Pier Enterprise Fund to support these expenditures.
• Beautification of Pier and Pier Plaza: The Parking Enterprise Fund revenues can be used to support beautification improvements in the paid parking zone. As such, staff recommends transferring an ongoing $50,000 from the Parking Enterprise Fund to the General Fund to help support the pier and pier plaza beautification, including repainting of the pier plaza playground whale and sign, the Christmas tree tower, and installing new restroom stall doors. Staff recommends that the Council appropriate an ongoing $50,000 from the Parking Enterprise Fund to the General Fund to support these expenditures.

Council Agenda 12-3-2024 12.A-5

• Investment Advisory Services: The City Treasurer is working with PFM AM to support the investments of the City's idle cash. Staff recommends that the Council appropriate an ongoing $40,000 across all funds in interest earnings to support an ongoing $40,000 in costs for these services.
• Cost Savings during Paving Project: The Public Works Facilities Division Streets Activity includes a budget for minor street repair and maintenance. Due to the coverage of the current Paving Project addressing key areas around the city, staff anticipate fewer anticipated minor street repairs. Staff recommends that the Council de-appropriate an ongoing $50 thousand from the budget, leaving a budget of $65 thousand if minor street repairs and maintenance need to be addressed. • Personnel Cost Savings: Staff recommend that Council de-appropriate $138 thousand in personnel costs savings in the General Fund.
• Cal Poly Clam Study: Staff recommends that the Council appropriate an ongoing $30 thousand for FY 2025 and FY 2026 to support the Cal Poly Clam Study agreement in the LBID Fund.
• Interim water services for Zone 3, NCMA, and other water sources: The City relies on experts to manage the City's water services from its various sources. Due to the departure of the City's Public Works Director/City Engineer that oversaw the majority of the City's water supply and maintenance, the City hired a consultant to support the City. Staff recommends that the Council appropriate a one-time $50,000 in the Water Enterprise Fund professional services account to support this cost. • Five Cities Lift Station panel replacement: The Five Cities Lift Station panel is no longer working and a temporary fix has been implemented to help ensure that the lift station will continue to function correctly until a permanent solution can be implemented. The permanent solution is approximately $90 thousand. Staff recommends that the Council appropriate a one-time $90 thousand expenditure in the Wastewater Enterprise Fund to support this project.

Project Adjustments
The following proposed budget adjustments reflect various one-time project adjustments to existing projects to reflect de-appropriating remaining budgets for completed projects and adding budget for updated project costs. The net fiscal impact is a net cost savings compared to budget of $221,811.30. Table 5 illustrates the net fiscal impact of the proposed budget adjustments by project and fund.
