How did you hear
about this

Please describe why you are interested in serving on an Advisory Body.
My wife and I have lived in Pismo Beach for the last 4 years. It's a special place to live. I want to be involved in the planning process and with my engineering background, being on the planning commission seems to be a logical choice. I also have Marketing and Sales experience, so working on a team is something I've done in the 38 years of employment. I'm now retired but stay busy as a High School baseball Umpire and Soccer Referee.
Pismo is a special place and I want to do what I can to keep it special.
Please describe your past experience serving on an advisory body, other decision -making body, or similar types of civic service.
I have no civic service experience. But I have been on a board of directors at our HOA. So working on a team was crucial.
Please describe any additional background, experience, skills, or qualifications relevant to serving on your Advisory Body(ies) of interest.
If applying for the CVB Board or Parking Advisory Committee, please provide specific information about your knowledge relating to that purview.
We recenty experienced working with the planning commission as we built a new home here. So while not up on all aspects of the role, I believe I can be as pragmatic as possible to achieve a reasonable outcome. I attended Cal Poly and have an Engineering degree, so I have the technical skills to critically sort through discussions and solutions.
Lastly, I'm a "can do" person who only wants what's best for the City.

about this

Please describe why you are interested in serving on an Advisory Body.
I've lived on for 10yr. I've watch events get bigger and bigger and bigger with little or no changes to traffic flow, public safety or parking management.
I had the pleasure of talking to Ed Waage & Marcia Guthrie prior to the election. It was suggested I get involved by joining the Advisory Body. Having lived in down town for the last 10 years I offer 1st hand knowledge. I've know my neighbors and have discussed the issues and hear a lot of suggestions.
I am not looking for a job. I hoping for a way to make a difference in my community.
Please describe your past experience serving on an advisory body, other decision -making body, or similar types of civic service.
This would be my 1st civic service type of service. Having recently retired I now have the time for civic duties.
Please describe any additional background, experience, skills, or qualifications relevant to serving on your Advisory Body(ies) of interest.
If applying for the CVB Board or Parking Advisory Committee, please provide specific information about your knowledge relating to that purview.
I am a retired but still licensed REBroker having managed 200+ agents in a busy Orange County office. As a New Home Builders Agent I handled up to 150 open escrows per yr.
I am quick and efficient.
My strongest assets to this body would be goal setting, tracking, & execution. Plus sales, marking, fund raising, event planning & execution and team building.

To, The Pismo Beach City Council, December 21, 2024
Greetings. First I would like to extend my compliments for running a wonderful town. I don't have to tell you what an amazing place this is to live. I am honored to be able to inquire about being a part of the care and concern for this unique place.
I have lived in Pismo Beach since 2021, having moved from Arroyo Grande where I lived since 1995. 1 moved there from the Los Angeles area at that time to help run my father's flooring company. He was operating here since 1986. He moved out of state in 2000, and I purchased the company and have been running it ever since.
I have a variety of life experience other than the flooring industry as well. I worked in the music industry.
I am an artist. I golf and frequent a great amount of the amenities of this town and the Central Coast. I will say that my experience in the construction trades has given me a vast knowledge of the workings of residential, commercial, city, and private affairs.
As a business operator, I know well the workings of all aspects of commerce and personal interactions.
From employee relations, consumer protocols and service expectations. I deal with so many different angles of business and personal relations that it gives me a mandate to demand excellence in every aspect of my involvement with everyone and every situation throughout the county and beyond.
I travel around every part of the area constantly. I know much of the county first hand. My dealings with home and commercial building construction and renovation provides me with a knowledge of roads, construction, weather, and geography, as well as the realities and nuances of the people that live and visit here.
My company and I are usually at the forefront of providing quality assistance to the public above and beyond the status quo. I take pride in helping people and providing solutions to public and private challenges at every opportunity regardless of personal interest. I use my objectivity to analyze situations and find solutions.
Thank you for considering me for being a part of looking out for the best interest of our community.
Sincerely, Shawn Collins

Interest in Serving*
Please describe why you are interested in serving on an Advisory Body.
I care deeply about Pismo Beach and want to contribute my skills and time to help guide its future in a thoughtful, balanced way. Serving on an advisory board would let me work collaboratively with others, ensuring that development, public spaces, and tourism initiatives all align with the best interests of our residents and visitors. I see these commissions as opportunities to give back to the community by preserving what makes Pismo Beach special, while also encouraging responsible growth and enhancement of our shared resources.
Advisory Body * Please describe your past experience serving on an advisory body, other decision -making body, or similar types of civic service.
Experience I have extensive experience serving on advisory and decision -making bodies. For more than a decade, I've been a member of the Workforce Investment Board of Kern, Inyo & Mono Counties and currently chair the Board. I also served on its Youth Council, where I worked closely with community leaders on program development and policy recommendations. My civic engagements include mentoring high school students in the Kern High School District Energy Academy, acting as a Court Appointed Special Advocate (CASA) to support local children, and running for a school board trustee seat. Additionally, I've been a mentor in the CSUB Runner Alumni Mentorship Program and graduated from the Kern Leaders Academy. These experiences have taught me how to collaborate effectively, listen to diverse perspectives, and make balanced, informed decisions for the benefit of the community.
Relevant Experience *
and Qualifications
Please describe any additional background, experience, skills, or qualifications relevant to serving on your Advisory Body(ies) of interest.
If applying for the CVB Board or Parking Advisory Committee, please provide specific information about your knowledge relating to that purview.
My background as a professional mechanical engineer specializing in building design and construction gives me firsthand insight into how projects shape local neighborhoods —touching on traffic flow, environmental impact, and long-term sustainability. I have worked on diverse developments, collaborating with architects, contractors, and local agencies to meet both regulatory standards and community priorities. Additionally, I have spent the past three years advocating for improved bicycle infrastructure in Kern County by educating city staff and officials about the benefits of pump tracks, highlighting how recreational amenities can bolster public health, tourism, and overall quality of life.
This mix of technical expertise and community advocacy would allow me to bring a balanced, informed perspective to both the Planning Commission and the Parks, Recreation, and Beautification Commission.

Please describe why you are interested in serving on an Advisory Body.
I am passionate about serving on the Planning Commission for Pismo Beach because it offers an incredible opportunity to contribute to the thoughtful growth and sustainability of my hometown. I care deeply about creating a vibrant, welcoming community where residents of all ages can thrive. My experience in education and youth development, and most recently in sustainable agriculture and residential solar energy, has taught me the importance of balancing progress with environmental stewardship and long-term benefits for everyone. Additionally, my work in accommodations and advocacy has given me a strong foundation in fostering inclusivity and equity, which I believe are essential to responsible city planning. Serving on this advisory body would allow me to bring my commitment to sustainability, family -oriented initiatives, and community connection to the table, helping shape Pismo Beach into an even more dynamic and thriving town.
Please describe your past experience serving on an advisory body, other decision -making body, or similar types of civic service.
I currently serve on the Executive Committee for Stanford's Online High School (ohs.stanford.edu), where I work remotely from Pismo Beach and occasionally travel to Stanford for meetings. This role involves contributing to high- level decision -making and providing strategic guidance to support the school's mission of delivering exceptional online education. Serving on this committee has given me valuable experience in collaboration, thoughtful deliberation, and balancing diverse perspectives to achieve shared goals.
Additionally, I am the Executive Director of Gen U SLO (genuslo.org), a nonprofit organization I co-founded to inspire and support youth in giving back to our community. Through this work, I oversee programs that connect teens with seniors and younger children, promote sustainable agriculture, and foster communal health and wellness.
These roles have honed my ability to lead, build consensus, and develop initiatives that address the needs of diverse groups, equipping me with the skills and perspective to effectively contribute to an advisory body.
Please describe any additional background, experience, skills, or qualifications relevant to serving on your Advisory Body(ies) of interest.
If applying for the CVB Board or Parking Advisory Committee, please provide specific information about your knowledge relating to that purview.
I bring a unique and well-rounded perspective to the Planning Commission, rooted in both my lifelong connection to Pismo Beach and my experiences living and learning in diverse environments around the world. Growing up in Pismo Beach, I attended Judkins Middle School and Arroyo Grande High School, developing a deep appreciation for the area's natural beauty and strong sense of community. My passion for our coastline began as a boogie boarder at age 12 at the Pismo Pier and continues today as an avid surfer. These experiences have given me a profound respect for the environment and an understanding of the importance of preserving Pismo's unique character.
At the same time, I've been fortunate to live in countries like Panama, Venezuela, Saudi Arabia, and Russia, which provided me with insight into how cities and nations organize themselves to balance growth, sustainability, and livability. This global perspective, combined with my experience living in the Bay Area, has given me a comparative lens through which to view urban planning and community development.
Academically, I earned a Ph.D. from Stanford University, which has equipped me with the analytical skills, critical thinking, and ability to process complex information —all essential for making informed and impactful decisions. My educational background, combined with my personal connection to Pismo Beach and my broad worldview, positions
me to contribute meaningfully to the Planning Commission, ensuring decisions reflect both local values and thoughtful, sustainable progress.

I have owned a business for several years but more so, the parking costs are outrageous! We have friends that visit and they will not go to Pismo or SLO because the parking is so costly. That impacts small businesses. I'd like to be on the board and have a say as to why this is happening.

Please describe why you are interested in serving on an Advisory Body.
I have lived in Pismo Beach for 35 years and I love my community. I have recently retired from Cal Poly, SLO as Emeritus Staff and now have time to serve the city as a long time resident with a great deal of caring for our city. I have good ideas, am happy to work with my colleagues and have a teamwork attitude. If we work together we can do so much to continuously improve Pismo Beach!
Please describe your past experience serving on an advisory body, other decision -making body, or similar types of civic service.
Over my 30 years at Cal Poly, SLO I have working on multiple teams and committees in the Information Technology Services (ITS) Department. I have interfaced with many different faculty, staff and students of many backgrounds and have also been on many employee selection committees. Our decisions made a positive impact on the university and I miss going to meetings with my counterparts in other colleges and departments.
Please describe any additional background, experience, skills, or qualifications relevant to serving on your Advisory Body(ies) of interest.
If applying for the CVB Board or Parking Advisory Committee, please provide specific information about your knowledge relating to that purview.
I worked for the Avila Beach Resort when first moving to the Central Coast and assisted with special events and fund-raising efforts via golf tournaments. We raised over $30,000 for the Cal Poly Baseball Team with the John Madden Celebrity Golf Tourney and I was able to work with local community and business members to secure donations and auction items. Although I do not have any direct experience with the and interpretation of land use regulations and development entitlement, I am a big supporter of the Land Conservancy of San Luis Obispo. I am very bright and believe I can interpret the regulations appropriately. Thank you for your consideration for any of these three advisory body positions.

Interest in Serving*
Please describe why you are interested in serving on an Advisory Body.
I have been a Shell Beach resident for about a year, having moved back to California from Brooklyn, NY. I operated a recording studio in Manhattan for many years and was an aidop engineer at the world famous Birdland jazz club and I have a knack and desire to promulgate music and art events in any community I am a part of.
Currently, I am a guitar technician at Ernie Ball Music Man in San Luis Obispo and I perform jazz piano in the area (most regularly at Puffer's of Pismo) both as a solo musician and with my central coast ensemble the Bomb Cyclone Unit.
I have spent my life working tirelessly to promote culture local to any area that I reside in, and I am such a happy Pismo resident that I hope to stay here and make the city a richer life experience for my fellow citizens for many years to come.
Advisory Body * Please describe your past experience serving on an advisory body, other decision -making body, or similar types of civic service.
Experience Much of my experience has been in the private sector. I ran a recording business in Manhattan for many years, and have a deep audio engineering and music background. A lot of this has involved interfacing with a community market directly.
I taught music for an afterschool program in Crown Heights, Brooklyn and have performed for special events such as Native American Pow Wows, neighborhood block parties and fundraisers for jazz education; it hasn't been unlike community organizing, but I am excited about the prospect of deepening my experience in civic service, proper.
I have a background in entertainment and event production both as a professional audio engineer and as someone who has participated in music festivals in many different capacities.
I have management background from my work at Birdland Management, a jazz artist management company

affiliated with the club I was chief audio engineer at for many years.
My time as a recording studio manager at AM Studios in Manhattan taught me a lot about how to interface with talent with resources and my time as an after school music teacher for NIA in Brooklyn gave me a sense of how important is to a community and society, in general.

Interest in Serving * Please describe why you are interested in serving on an Advisory Body.
I moved to Pimso Beach in July 2023 after 14 years in Seattle where I was very involved in my community - PTA Boards, the Little League Board, and a founding committee member of the annual Wallingford Porchfest - a neighborhood music festival of local bands playing on neighborhood porches. My kids are older now (2 at Cal. Poly, one at AGHS, one at Judkins) and I'm looking for ways to get connected in my new community. I work from home which can feel isolating!

Understanding city planning is a crucial component of being a commercial real estate broker. I have worked with numerous city and county planning departments representing owners and businesses throughout my career. It is not only important they understand the municipalities they do business in, but also helpful when the cities understand the wants and needs of the businesses to achieve long term success. In Pismo Beach, I have represented many commercial real estate owners and businesses. I understand the commercial real estate dynamics well and believe I could offer a unique perspective the City of Pismo Beach might find of value. n City website

Interest in Serving * Please describe why you are interested in serving on an Advisory Body.
During my career, I had the pleasure working on many traffic/transportation related projects with various agencies within San Luis Obispo County. My fist project was for the City of Arroyo Grande in the early 1990's. I was so impressed with the south county area that we started vacationing in Pismo Beach as a family in the early 2000's. Through my work, my wife and I had the opportunity to move to Pismo Beach in 2014 and purchased our current home in 2016. I retired in May 2022 and, though enjoying retirement, feel that experience I obtained related to transportation issues including traffic safety can be beneficial to the City.

Rease describe why you are interested in serving on an Advisory Body.
I have served on the CVB Board before through some of the largest periods of growth in Pismo Beach tourism. I was unable to attend my renewal interview with due to medical emergency in Q1 of 2020 so someone else was selected to fill my seat. The Covid pandemic hit shortly after that.
I would be honored to lend whatever assistance is needed to help in the recovery after the Covid pandemic. I also sit on the Board of Visit SLO CAL as the Pismo Beach representative. In the near future they will begin the Destination Management Strategy which will attempt to bring the various Cities in the County together to improve tourism, while also focusing on improving the quality of life for residents. I feel bringing this information, and updates directly back to the Board would be be beneficial for the CVBs marketing and advocacy efforts.

I have been in the hospitality industry for the last 15 years. Coming from Santa Barbara (which has some similarities to Plsmo) I started my time in Pismo Beach as the GM of the Cottage Inn. I have been GM at the SeaCrest for the past 5 years. I think the City has done a fantastic job working with the businesses, and residents, to bring a positive synergy to our town. If selected I will work hard to utilize all of the connections I have in the hospitality industry, and with Visit SLO CAL, to move Pismo Beach's goals forward.

Please describe why you are interested in serving on an Advisory Body.
Having been raised in Shell Beach and now back in the home that I grew up in, I am excited about the prospect of serving on an advisory board to help with the betterment, beautification and improvement of our community. Having attended elementary, middle and high school in the area, I've witnessed the growth and development of our area, yet have also been impressed with how the growth has been managed and has continuously evolved within the community.
With projects like the development of Dinosaur Caves park, Shell Beach Road improvement, retaining wall construction and the donation of the land for what has become the Pismo Beach Preserve, it would be an honor to help further our community and enhance the lives of those both living and visiting the area. As someone that grew up exploring the tide pools, enjoying the beaches and hiking the hills, I know that I can serve as an active and optimistic advocate for the protection yet expansion of our community.
We have such a gem here on the central coast and it's imperative that we protect our wildlife and natural resources while also preserving the aesthetic and natural beauty that surrounds. From educational opportunities within the local schools to listening to the needs of our residents and taking into account the foreseen growth, I feel that we have an obligation to protect, preserve and share our beauty.
Please describe your past experience serving on an Advisory Body or similar entity.
I've served on multiple committees with past employers and implemented new tools and resources for co-workers such as emergency and evacuation procedures, social committees and volunteer opportunities. I served on the safety committee at the Sephora headquarters in downtown San Francisco, implementing safety and emergency procedures for a 30+ floor building evacuation plan, and spearheaded the safety committee at the Williams -Sonoma corporate headquarters for emergency procedures as well. I currently am on the HOA board for the Seacliff condominium association here in Shell Beach comprised of 13-units and am helping to obtain estimates for improvements, renewal of contracts and attend board meetings regarding maintenance and improvements that can and should be made to the property, helping with the safety and beautification of the property for the residents.

Please describe any additional background, experience, skills, or qualifications relevant to serving on your Advisory Body(ies) of interest. If applying for the CVB Board or Parking Advisory Committee, please provide specific information about your knowledge relating to that purview.
I've advocated and served on multiple committees with various employers, been a consultant for an international yoga brand, and currently am an HOA board member for a condo that I own here in Shell Beach. I also captain a tennis team out of the Avila Bay Club (and have done this for many seasons past in other areas) and want to get more involved in our community. I'm excited, passionate and have the time and ability to dedicate to our community and want to ensure protection of our resources while still advocating for education and the sharing of our precious lands.
I graduated with a BS through Sonoma State University with a double concentration in International Business & Marketing and a German minor after having spent one year studying abroad in Germany. After graduating, I spent 12-weeks in China teaching ESL (English Second Language) to students ages 6-15-years old. I then went on to work in corporate retail for companies such as Sephora, Williams - Sonoma and Zappos as a store planner, merchant and inventory planner for the US and Canadian brick -and -mortar stores as well as their websites.
I am now taking classes at Allan Hancock and am on track to complete an AA degree in Wine Business and may further explore a transfer or graduate degree from Cal Poly or another CSU program. I'd love to learn more, partner with others in the community and continue to help improve our area. I eventually would love to serve the community in more ways than one but feel that this is an amazing way to get more involved now and ultimately improve the experience and well-being of our community and those that visit.

How did you hear
about this

Please describe why you are interested in serving on an Advisory Body.
In my nearly two years as a Pismo Beach planning commissioner, I have enjoyed the sense of contributing to my community through the Planning Commission's efforts to uphold the City's goals, policies, and regulations.
I would welcome the opportunity to continue working with City Council and staff in the ongoing General Plan and Local Coastal Plan update process.
Please describe your past experience serving on an Advisory Body or similar entity.
Prior to moving to Pismo Beach, I served on the Architectural Review Board (ARB) in Palo Alto for nine years. The ARB is an advisory body charged with design review of all major development projects in the city, along with many smaller projects such as additions to existing structures.
In my nearly two years as a Pismo Beach Planning commissioner, I have made it a point to carefully study all of the materials submitted so that I have a good understanding of the proposal and any potential issues that might require discussion. I have tried to judge each project on its own merits within the framework of the City's General Plan & Local Coastal Plan, zoning ordinances, and design guidelines.
Please describe any additional background, experience, skills, or qualifications relevant to serving on your Advisory Body(ies) of interest. If applying for the CVB Board or Parking Advisory Committee, please provide specific information about your knowledge relating to that purview.
In my career as a licensed architect in the Bay Area for over 25 years, I served a variety of clients on projects including custom homes, office buildings, retail/restaurant, mixed use, medical, religious, municipal and multi -family residential structures. I worked closely with local planning department staff in multiple jurisdictions to ensure that my project applications met CEQA requirements, General Plan policies, zoning regulations, and applicable design guidelines.
As an ARB member, I had the opportunity to interact with the public, staff and applicants during our review of projects both large and small. I also participated in developing planning guidelines and zoning ordinance revisions at the request of Palo Alto's City Council.
If reappointed, I will endeavor to uphold high ethical standards in service of the City and its citizens.
