PISMO BEACH CITY COUNCIL STAFF REPORT
Asyo Bt Agenda Item #9.G
Meeting Date: February 18, 2025
TITLE:

Acceptance of Funding Award from the Federal Highway Administration Safe Streets and Roads for All Grant Program; Related Budget Adjustments RECOMMENDATION:

Adopt a Resolution authorizing the City Manager to execute a grant agreement with the Federal Highway Administration for $160,000 through the Safe Streets and Roads for All Grant Program and appropriating related budget adjustments in Fiscal Year 2025.

DISCUSSION:

The United States Department of Transportation (USDOT) Federal Highway Administration (FHWA) administers the Safe Streets and Roads for All (SS4A) grant program to improve roadway safety by significantly reducing roadway fatalities and serious injuries, with the goal of eventually eliminating them entirely (commonly known as "vision zero").

In May 2024, the City of Pismo Beach applied for grant funding through the SS4A program to fund the creation of a Vision Zero Action Plan. This plan will build off the City's 2020 Systemic Safety Analysis Report (SSAR) and Local Roadway Safety Plan (LRSP) to identify and prioritize projects that will reduce or eliminate roadway fatalities and serious injuries for all road users. In September of 2024, the City received notification of the award of$160,000 in Federal funding to complete the plan. Staff worked with FHWA to prepare a grant agreement (Attachment 2). The agreement identifies a City match in the amount of$40,000.

Conclusion and Recommendation
Staff recommends that the City Council adopt a resolution (Attachment 1) authorizing the City Manager to execute the grant agreement with FHWA for the SS4A grant program, and appropriating related budget adjustments in Fiscal Year (FY) 2025.

FISCAL IMPACT:

The fiscal impact of approving the attached resolution is an additional $160,000 of grant revenues and expenditures in FY 2025. The total estimated project cost is $200,000, requiring $40,000 in matching funds.

Staff recommends that Council appropriate $200,000 in revenues and expenditures in the General Fund, Public Works, Engineering Division, Safe Streets for All Grant project in FY 2025, including appropriating related transfers between funds, as outlined in Table 1.
