PISMO BEACH CITY COUNCIL STAFF REPORT
AsyoBt Agenda Item #9.H
Meeting Date: February 18, 2025
TITLE:
Acceptance of Funding from the Federal Emergency Management Agency (FEMA) through the California Governor's Office of Emergency Services (CaIOES) for the Repair of the Pier Avenue Storm Drain Outfall; Related Budget Adjustments RECOMMENDATION:
Adopt a Resolution authorizing the acceptance of grant funds in the amount of $620,838.75 from FEMA/CaIOES for the repair of the Pier Avenue storm drain outfall, and appropriating related budget adjustments in Fiscal Year 2025.
DISCUSSION:
The City Council declared a state of emergency on January 11, 2023, via Resolution 2023-001 1, ratifying the Emergency Services Director's proclamation of a local emergency in response to the January 2023 winter storms. The storms, which began the first week of January, took a toll on the community, causing damages due to flooding, bluff erosion, strong winds, and other storm related damages.
One site that received damage is the Pier Avenue storm drain outfall. Heavy rainfall, along with wind and wave action, dislodged a 30-foot section of the pipe which was swept away leaving only the concrete thrust block on the beach. The Pier Avenue storm drain outfall site has been approved by the Federal Emergency Management Agency (FEMA) for a permanent repair project to replace the outfall pipe that was washed away during the storm. The funds were obligated on October 4, 2024 (Attachment 2) and staff will be working with a consultant to prepare a construction bid package. Construction is anticipated to take place early summer of 2025.
Conclusion and Recommendation
Staff recommends that the City Council adopt a Resolution (Attachment 1) authorizing the acceptance of funds in the amount of $620,838.75 from FEMA/CaIOES for the Pier Avenue Storm Drain Outfall project.
FISCAL IMPACT:
The fiscal impact of approving the attached Resolution is $620,838.75 in grant revenues and expenditures in Fiscal Year (FY) 2025. This includes $496,671 in federal funds and $124,167.75 in State funds through the California Disaster Assistance Act. The City received both the Federal and State funding in December 2024. The total estimated project cost is $662,228, requiring $41,389.25 in City matching funds.
Staff recommends that the Council appropriate $662,228 in revenues and $662,288.00 in the Capital Projects Fund, Public Works, Engineering Division, Pier Avenue Storm Full URL:
